Job Description

Summary

This job involves managing ship repair and overhaul projects at a naval facility in Japan, focusing on coordinating resources, controlling costs, ensuring quality, and meeting timelines for non-nuclear ship systems.

A good fit would be someone with experience in project management within shipbuilding or defense industries, who can handle complex budgets and technical compliance.

Note that medical and dental care is very limited in the location.

Key Requirements

  • At least one year of specialized experience at GS-13 level or equivalent in directing waterfront business efforts, including cost control, quality oversight, milestone management, contract strategies, and coordination for ship overhaul, repair, modernization, and testing
  • Ability to establish resource priorities and assess impacts of rescheduling on project objectives and timelines
  • Skills in analyzing shipbuilding/repair processes to ensure compliance with technical requirements
  • Experience determining resource requirements to balance workloads and prevent production delays
  • Proficiency in developing cost estimates by analyzing business costs such as contracts, production, and testing
  • Capability to analyze budgetary effects on program objectives for proper fund allocation
  • Willingness to work in Japan with limited access to medical and dental care

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector.

Specialized experience must demonstrate the following: Directing the business efforts (cost control, quality oversight, milestone management, contract strategies and coordination/integration) of waterfront business and planning services to support the overhaul, repair, modernization, and testing of all non-nuclear ship systems.
