Job Description

Summary

This job involves overseeing highway and bridge construction projects to make sure they follow plans, stay on schedule and budget, and meet safety and environmental rules.

The role includes inspecting work, training staff and consultants, and dealing with contractors and the public.

Key Requirements

  • Bachelor’s degree in Engineering, Engineering Technology, or Construction Science and Management (or equivalent)
  • Valid motor vehicle operator’s license
  • Certification as CEPSCI and SCDOT inspector
  • Ability to perform physical tasks including standing, walking on rough terrain, bending, climbing, and working near traffic
  • Willingness to work outside normal hours, in all weather conditions, and during emergencies
  • Experience in project management, construction inspection, and compliance monitoring

Full Job Description

Under the general supervision of the RCE and ARCE, performs project management and supervisory duties related to the management of highway and bridge construction projects. Responsible for ensuring that all work is performed in compliance with plans and specifications. During course of regular duties, provides training in all phases of construction and project management for fellow employees.

Monitors roadway construction projects for compliance with plans, specifications and standards. Notifies the Contractor and RCE of deficiencies and verifies that those issues are resolved appropriately. Ensures construction inspection and sampling and testing requirements are met or exceeded by qualified inspectors. Assists RCE in resolving construction conflicts to keep assigned projects on time and on budget. Ensures work on assigned projects is on accordance with environmental regulations and permits. Ensures work zone safety and traffic control requirements are met and that construction projects are safe for the Contractor, SCDOT personnel and the traveling public. Performs inspection duties on construction projects as a certified CEPSCI and SCDOT inspector, as necessary.

Supervises and develops consultant inspectors. Ensures consultant inspectors are well trained and receive technical assistance and guidance as needed. Prepares, maintains and/or verifies the accuracy of all forms, checklists and spreadsheets associated with assigned projects. Assists in the preparation of closeout documents, to include Final/As-Built Construction plans. Serves as the Department representative when dealing with contractors, the general public, property owners, utility company representatives, etc. Performs other related duties as assigned.

Requirements

A bachelor’s degree in Engineering, Engineering Technology, or Construction Science and Management; or an approved acceptable equivalence. A motor vehicle operator’s license is required.

The physical demands for the essential functions of this position involve sitting or standing for extended periods of time. This position may require travel. This position may require bending, stooping, reaching, twisting, climbing, balancing, and kneeling. This position required driving and walking for extended periods, treading rough and uneven terrain, working in close proximity to motoring traffic, and natural environmental hazards. May be required to work outside of normal work schedule, especially during inclement weather and/or other departmental-related emergencies. This position may be exposed to outside environment in all weather conditions and noise.
