The primary purpose of this position is: To serve as an on-site Contracting Officer Representative (COR) for theAerial Delivery Services Contract and as the Functional Director (FD) for the International Airlift Contract asgovernment inspector and liaison between contractor and government personnel.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for Administrative and Management Positions.

Individual Occupational Requirements, Transportation Specialist Series, 2101.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems.

Examples of specialized experience includes a knowledge of the transportation function of the position to be filled.

Examples of specialized experience include a comprehensive knowledge of Quality Assurance Representative (COR) and Functional Director (FD) duties and responsibilities.

Have a background in aerial delivery techniques, parachute packing and repair procedures, aircraft loading, servicing, safety procedures, and technical order use.

Proficient with computers and software programs including Word, Excel, Access, and PowerPoint. Have clear and concise writing skills for official reports, letters, and instructions.

Possess the ability to courteously interact with base agencies, contracting personnel, and the contractor to maintain a cooperative working environment and to resolve customer complaints.

OR EDUCATION: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible.

One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of Quality Assurance Representative duties, responsibilities, control methods, principles, and practices, including statistical analysis and sampling techniques.

Knowledge of aerial delivery function/aircraft loading operations and practices.

Knowledge of the relationship of quality assurance to other activities such as contract administration, supply, and equipment.

Skill in interpreting and applying product specifications, technical data, regulations, policy statements, and other guideline materials.

Skill in conducting studies, audits, investigations, problem analysis, and developing logical and documented recommendations.

Skill in written and oral communications and in establishing effective interpersonal relationships.

Skill in the use of typical office automation software applications for word processing, data bases, spreadsheets, presentations, e-mail, etc.

Ability to maintain an organized work area and an office environment.

Skill in providing technical advice in terms of oral and written briefings, reports, and recommendations to senior leadership and contractor personnel.

Skill in conducting and leading high level technical briefings with contractors, Air Force program managers, functional specialist, and technical experts.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.

You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).

Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience. Major Duties:

Monitors contract service. Monitors Performance. Analyzes contractor performance, quality processes, and performs data analysis to ensure consistent contractor performance.

Monitors Quality Control program. Ensures the contractor quality personnel understand the contractual requirements. Accomplishes documentation to record contractor's performance.

Performs duties as required by the Administrative Contracting Officer (ACO). Assists/augments Central/South American Ground Handling Service Contract CORs.

Assists/augments Small Terminal Assistance Program (STAP). Provides a readily available contact for theresolution of daily working level transportation problems.
