Job Description

Summary

This job involves overseeing complex road and bridge construction projects for the South Carolina Department of Transportation, ensuring everything follows plans, stays on schedule and budget, and meets safety and environmental rules.

It also includes supervising and training junior engineers and inspectors, while acting as the main point of contact with contractors and the public.

Full Job Description

Under general supervision of RCE and ARCE, performs advanced project management and supervisory duties related to the management of complex roadway and bridge construction projects. Responsible for ensuring that all work is performed in compliance with plans and specifications. During course of regular duties, provide training in all phases of construction and project management for fellow employees. Monitors roadway and bridge construction projects for compliance with plans, specifications and standards. Notifies the Contractor and RCE of deficiencies and verifies that those issues are resolved appropriately. Ensures construction inspection and sampling and testing requirements are met or exceeded by qualified inspectors. Resolves construction conflicts to keep assigned projects on time and on budget. Ensures work on assigned projects is in accordance with environmental regulations and permits. Ensures work zone safety and traffic control requirements are met and that construction projects are safe for the Contractor, SCDOT personnel and the traveling public. Supervises and develops subordinate engineers and consultant inspectors. Prepares performance reviews (EPMS) of subordinate employees. Ensures subordinate engineers and consultant inspectors are well trained and receive technical assistance, guidance and coaching as needed. Tracks and verifies accuracy of all forms, checklists and spreadsheets associated with assigned projects. Serves as the Departments representative when dealing with the contractors, general public, property owners, utility company representatives, etc. Prepares closeout documents on assigned projects, to include Final/As-Built construction plans. Performs inspection duties on construction projects as a certified CEPSCI and SCDOT inspector, as necessary. Performs other related duties as assigned.

Requirements

A bachelor’s degree in Engineering, Engineering Technology, or Construction Science and Management and one (1) year of engineering or construction management work experience; or an approved acceptable equivalence. A motor vehicle operator’s license is required.

The physical demands for the essential functions of this position involve sitting or standing for extended periods of time. This position may require travel. This position may require bending, stooping, reaching, twisting, climbing, balancing, and kneeling. This position required driving and walking for extended periods, treading rough and uneven terrain, working in close proximity to motoring traffic, and natural environmental hazards. May be required to work outside of normal work schedule, especially during inclement weather and/or other departmental-related emergencies. This position may be exposed to outside environment in all weather conditions and noise.
