The OpportunityWSDOT is currently seeking multiple Transportation Engineer 3 positions in Shoreline and Bellingham within our Northwest region!
These Transportation Engineer 3’s support this mission by directing activities that are necessary for the development of preservation and improvement projects for the Connecting Washington and Fish Passage Programs.
These positions are responsible for delivering the assigned projects within scope, schedule, and budget while developing the direct reports to become future leaders of the Department.
These positions will deliver both Design-Build and Design-Bid-Build projects.
Some TE3 positions report to the Assistant/Project Engineer in the Project Office and are tasked with the delivery of the Design/Construction phases of multiple engineering projects.
Also reports project status to management and performs the direct supervision and mentoring of up to eight Engineers and Technicians.
Communication and coordination of Design/Construction activities with stakeholders, specialty groups, construction and maintenance personnel, local governments, and consultants.
What to Expect
Among the varied range of responsibilities held within this role, you will:
- Review deliverables for compliance with current standards and guidelines.
- Direct, review, coordinate, and oversee the day-to-day activities of the assigned project.
- Prepare and update project management plans.
- Prepare design documentation files, environmental documentation, right of way plans, Request for Qualifications (RFQ), Request for Proposals (RFP), and Plans, Specifications, and Estimates (PS&Es).
- Update and present Region Confidence Reports and other related project management reporting.
- Plan, assign, and review the work of staff.
- Evaluate employee performance and prepare performance evaluations.
- Assess training needs of staff and arrange for or provide instruction.
- Resolve staff issues, recognize employees, and counsel employees in work-related activities and career development.
- Communicate and coordinate design activities with stakeholders, including specialty groups, construction and maintenance personnel, local governments, consultants, utility companies, regulatory agencies, transit authority, impacted property owners and other concerned citizens, to ensure an integrated design that satisfies the purpose and need of the project to the greatest extent practicable.
- Travel to project construction sites and provide guidance and support for field inspectors.
Qualifications
To be considered for this opportunity, the following are required:
- Foundational Engineering Knowledge: Demonstrated understanding of civil, structural, geotechnical, or transportation engineering principles, typically obtain through extensive experience (e.g., experience equivalent to a Transportation Engineer 2), Engineering-in-Training certification or formal education.
- Project Management Knowledge: Demonstrated ability to develop, monitor, and update project schedules and plans; manage scope, time, and resources effectively; and deliver projects in compliance with applicable standards and milestones.
- Design: Knowledge of design techniques, tools, and principals involved in production of precision technical plans, blueprints, drawings, and models.
- Leadership Skills: Ability to lead and coach subordinate staff, including evaluating performance, identifying training needs, and resolving personnel issues.
- Technical Interpretation and Analysis: Skilled in reading, interpreting, analyzing, and producing contract plans, specifications, and cost estimates in accordance with project requirements and engineering standards.
- Communication and Interpersonal Proficiency: Excellent written and verbal communication skills, with the ability to communicate technical information clearly to a variety of stakeholders including engineers, contractors, and the public.
- Construction: Knowledge of techniques, tools, and principles involved in construction of capital projects in compliance with Plans, specifications, and all applicable standards.
- Computers and Electronics: Knowledge of computer hardware and software applications, including Microsoft Suite products (e.g., SharePoint, Word, Excel, PowerPoint, etc.).
- Field Mobility, Travel, and Vehicle Operation: Demonstrated ability to navigate varied terrain and perform field reviews safely and effectively in all weather conditions; demonstrated ability and willingness to travel to multiple locations throughout Washington State as required to support field and operational needs; and demonstrated experience operating motor vehicles in a professional setting, with the ability to legally and safely operate WSDOT Class 1 (sedan and van) and Class 5 (light-duty truck) vehicles in Washington State.

It is preferred that qualified candidates also have:
- Transportation Engineering & Project Leadership: Demonstrated ability to apply professional transportation engineering knowledge and experience in design, PS&E development, and documentation, while providing effective leadership and supervision to technical staff.
- Comprehensive Knowledge of WSDOT Project Delivery: Demonstrated in-depth understanding of WSDOT design, construction inspection, and construction documentation processes.
- Contract Interpretation and Application: Demonstrated ability to interpret and apply Contract Plans, Special Provisions, Standard Specifications, Standard Plans, the WSDOT Design Manual, Plans Preparation Manual, and Construction Manual during construction project administration.

- Some of these positions are eligible for the 5% King County assignment pay.
- This position offers flexible/hybrid remote work options.
- Operate a state vehicle to travel to and from job sites in remote locations and areas of state right of way not accessible to the public to perform site assessments.
In addition to base salary, employees may be entitled to other forms of compensation depending on the type, duties, or location of the position.
