To qualify for a Technical and Quality Analyst, your resume and supporting documentation must support: Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position.

To qualify at the GS-14 level, applicants must possess one year of specialized experience equivalent to the GS-13 level or equivalent under other pay systems in the Federal service, military, or private sector.

Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement.

Creditable specialized experience includes: Ensuring all processes adhere to applicable Technical and Quality regulations, laws, and policies by creating and maintaining comprehensive documentation, including process system memorandums, functional system specifications, Standard Operating Procedures, and training materials.

Applying quality assurance (QA) concepts and methodologies to analyze and resolve highly complex or sensitive problems, integrating new developments to continuously improve Technical and Quality processes and program areas.

Monitoring and analyzing key quality performance indicators (KPIs), preparing detailed reports, and presenting actionable insights to senior leadership to drive strategic decision-making and resource allocation.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social).

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience. Major Duties:

  • Serve as the program director and Sub-Process Owner of the DoD Shelf-Life program.
  • Responsible as the senior advisor to the Technical/Quality (TQ) Process Owner regarding enterprise-wide TQ functional process performance issues related to the DoD Shelf-Life program and DLA Shelf-Life program manager.
  • Establish and maintain metrics to monitor business performance for the Shelf-Life program.
  • Lead and guide the established DLA SPO team and the supply chain and distribution stakeholders.
  • Serve as a Military Interdepartmental Purchase Request (MIPR) generator, G-Invoicing and Accountable Receipt Official (ARO) for issuing funds to the Services on behalf of the Shelf-Life program.
  • Implement intergovernmental transactions flow through G-invoicing process for both inbound and outbound reimbursable agreements.
  • Serve as an AMPS role approver and a Shelf-Life Extension System (SLES) administrator.
  • Lead and direct DLA SPO teams, Major Subordinate Commands (MSCs), and supply chain stakeholders, ensuring process alignment to optimize enterprise performance.
  • Develop, implement, and maintain comprehensive metrics for Quality Control programs, using data-driven insights to enhance process effectiveness.
  • Analyze Key Performance Indicators (KPIs) and other performance data to evaluate TQ process effectiveness, identify root causes of gaps, and drive continuous improvement.
  • Plan and oversee all phases of audit evaluations, providing subject matter expertise on process and system compliance with A-123 requirements, including End-to-End reviews and risk control matrices.
  • Conduct enterprise-wide management studies on process performance, review methodologies to identify critical problems, develop solutions, and champion best practices.
  • Create, review, and interpret new or changing policies, assessing the impact on TQ functions and providing justification in precedent-setting situations.
