Full Job Description

This position is being recruited under 10 USC 1599f into the Cyber Excepted Service and does NOT convey eligibility to be converted to the Competitive Service.

It has been identified as a position necessary to carry out and support the mission of the US Cyber Command.

It is in the Supervision/Management Work Category at the Senior Work Level within the CES Occupational Structure. It is located in the DISA FE/Endpoint Svcs /Customer Spt Directorate.

Applicants must have IT-related experience demonstrating the following competencies appropriate to, or above, the level of this position.

For vacancies below the full-performance level of the position, the basic requirement will be evaluated on a developmental basis.

BASIC REQUIREMENTS: Attention to Detail - experience reviewing my own information technology-related work or data and have been responsible for reviewing the work of others to ensure accuracy, completeness, and consistency with standards Customer Service - developing and maintaining relationships with customers, anticipating and assessing the current and future information technology needs of customers, and developing or identifying information technology products or services that are tailored to meet customer needs Oral Communication - briefing senior-level management and IT staff on the status of information technology systems, projects, or daily operations, including the communication of complex technical information to a non-technical audience Problem Solving - identifying alternatives to address unique, highly complex, or sensitive information technology-related issues.

I have anticipated information technology-related problems and have identified and evaluated potential sources of information to generate alternative solutions.

AND Qualifying Experience: In addition to meeting the basic requirement, qualified applicants must possess: One year of qualifying experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-13) within the federal service, which demonstrates the ability to perform the duties of the position, is required.

For this position, qualifying experience is defined as: Leading enterprise-level cybersecurity and network operations programs to ensure system integrity and mission readiness; OR managing incident response, cyber defense activities, and operational risk assessments for complex IT environments; OR developing and overseeing integrated IT architectures, policies, budgets, and lifecycle management for large-scale systems and applications.

All qualifications must be met within 30 days after the closing date of this announcement. Major Duties:

  • Serve as chief directing and supervising employees highly skilled in systems, network and cyber defense disciplines with situational awareness of the multi-domain integration network architecture and the relationship between networks.
  • Oversees, manages and is technically responsible for day-to-day network operations of cybersecurity functions. Continually keeps abreast of cybersecurity and cyber defense technology and how they affect our networks and systems.
  • Serves as lead specialist with responsibility to ensure effective, economical, and technical management of customer cybersecurity and cyber defense requirements for the assigned networks, systems, and applications.
  • Oversees Incident Response of the Network Operations team, including Incident analysis, Computer Network Defense and Communications Task Order/Warning Order mission impact assessment and support, and assessing the impact of events on the network.
  • Develops integrated information requirements and architecture, configurations, policies, procedures, plans/programs and budget to support enterprise requirements related to communications, processor, storage, and software.
  • Provides centralized lifecycle management, direction and guidance for budget, acquisition, sustainment and implementation of IT systems and software.
  • Employs comprehensive knowledge of IT architecture, customer business processes, organizational plans, and resource requirements including database design, management, and administration, database concepts, principles, data assets and policies.
