The primary purpose of this position is: To serve as a first level supervisor, providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to the NORAD and USNORTHCOM Command Protocol Office.
ADDITIONAL CONDITIONS OF EMPLOYMENT: This position is designated by the Air Force as a Test Designated Position (TDP) under the Air Force Civilian Drug Testing Program.
As a mandatory requirement for employment in this TDP, the incumbent is (A) to refrain from use of illegal drugs and (B) if required, to submit to urinalysis testing.
Illegal drug use by employees in sensitive position presents a clear threat to the mission of the Air Force, national security, and public safety.
The selectee must sign a statement acknowledging the position occupied is identified as a TDP.
IAW DODI 3020-42 the position has been locally, or command designated as Mission Essential (ME) performing a Mission Critical Function (MCF), which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions IAW, DODI 3020-42, Defense Continuity Programs.
9. This is a Financial Management Level 2 Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d.
Incumbent shall comply with the requirements of this certification program.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems.
Example of specialized experience includes: (1) Working with complex range of responsibilities that are critical to the command's mission; (2) overseeing and directing protocol functions that span across bi-national military operations; (3) managing diverse activities such as ceremonies, conferences, social functions, and hosting distinguished visitors (DVs) from various national and international entities, including heads of state, senior military officials, and high-ranking government representatives; and (4) working with regulations and procedures affecting Official Representation Funds (ORF), Special Morale and Welfare (SM&W) Funds, and Operations and Maintenance Funds (O&M) for applying basic resource, budget, and funds management.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible.
One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1.
Knowledge of military command protocol functions, operations, concepts, principles, practices, governing policies, pertinent laws, regulations, and precedents. 2.
Knowledge of safety and security regulations, practices, and procedures. 3. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization. 4.
Ability to communicate effectively, both orally and in writing. 5.
Knowledge of the regulations and procedures affecting Official Representation Funds (ORF), Special Morale and Welfare (SM&W) Funds, and Operations and Maintenance Funds (O&M) for applying basic resource, budget, and funds management.
6. Skill in recognizing and analyzing complex problems, negotiating complex issues, conducting research, and developing solutions to meet command objectives.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.
You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

You will receive credit for all qualifying experience, including volunteer experience. Major Duties:
Plans, organizes, and directs the activities of NORAD & USNORTHCOM's Command Protocol Office, ensuring compliance with legal and regulatory requirements and customer needs are met.
Develops goals and objectives that integrate command, Department of War (DOW), Joint, and Air Force objectives. Exercises supervisory personnel management responsibilities.
Advises and provides counsel to employees regarding policies, procedures, and directives of management. Oversees the management of distinguished visitor (DV) support activities.
Manages all aspects of protocol functions and corresponding details, to include, but not limited to: security, transportation, billeting, meals and refreshments, seating arrangements, tours, receptions, receiving lines, honors, flags, escorts, parking, invitations, guest lists, gifts, music, funds requests, and payments.
Represents the Command Protocol Directorate with a variety of command mission partners and functional area organizations.
Establishes, develops, and maintains effective working relationships with White House, Department of War (DoW), Department of State (DOS), Department of Homeland Security (DHS), Chairman of the Joint Chiefs of Staff (CJCS), foreign governments, other Combatant Commands, Military Services, and government agencies functional representatives to serve as the liaison for protocol matters.
Provides oversight of all Protocol Office Operations and Maintenance (O&M) fund expenditures.
Monitors the proper use and accountability of Official Representation Funds (ORF) and Special Morale and Welfare (SM&W) funds.
