About the Position: Must be able to satisfy the requirements of the 26JUL12 DODI 1400.25 V1230, DoD Civilian Personnel Management System: Employment in Foreign Areas and Employee Return Rights.

Serves as a Supervisory Program Manager for a large, alliance-focused project and is responsible for coordinating stakeholders and overseeing the execution of the Korea Air and Space Operations Center construction project.

Specialized Experience: One year of specialized experience which includes supervising program management by providing oversight and direction of large and technically complex military construction and/or host nation funded projects or programs to include at least one of the following: secure facilities, hardened structures, construction security management, bilateral agreements, and/or coordination with foreign government officials.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-14).

You will be evaluated on the basis of your level of competency in the following areas: Engineering Planning, Design, and Construction Leadership Oral Communication Project Management Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-14).

If you returned from OCONUS within the last two years, your previously served overseas time will count toward the 5-year rotation. Major Duties:

  • Manages overall project execution, including schedules, budgets, manpower requirements, construction security, and key milestones.
  • Serves as the primary point of contact with military and Host nation stakeholders, ensuring commitments and project objectives are met.
  • Directs and oversees a multidisciplinary staff including project managers, engineers, construction, administrative, and budget staff.
  • Oversees execution of a billion dollar plus project supporting the Republic of Korea and the Ministry of National Defense (MND).
