Job Description

Summary

This job involves leading a team to manage budgets, resources, and long-term plans for maintaining and readying Navy ships for missions.

It requires overseeing supervisors, coordinating with high-level military and government partners, and using data to improve ship operations and readiness.

A good fit would be someone with extensive experience in financial management, strategic planning, and leadership in a military or maritime environment.

Full Job Description

You will serve as a SUPERVISORY PROGRAM MANAGER in the RESOURCE MANAGEMENT DIVISION (RM1) of MILITARY SEALIFT COMMAND.

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector.

Specialized experience must demonstrate the following: Experience applying and analyzing budget and fiscal practice and policy, acquisition, administration of financial and material resources, and budget development pertaining to ship maintenance, repair and procurement.

Experience making top-level executive decisions on courses of action for multiple ship classes and programs and adjusting available resources across multiple program requirements with far-reaching organizational implications.

Experience effectively maintaining representation and liaison with appropriate components and senior leadership of sponsor organizations, other military commands, government agencies and private entities/commercial companies at the Flag/SES and Executive level.

Experience leading complex studies utilizing the application of a wide range of analytical and evaluative techniques such as work measurement, task analysis, cost analysis, flow charting or work processes relating to commercial ship operations, construction, capabilities, and maintenance management procedures.

Experience directing long range strategic planning activities and utilizing data analytics, knowledge management principles, and collaborative work environments to support organizational functions and continuous process improvement efforts.

Experience developing and maintaining force generation, force generation models and life cycle maintenance plans of assigned ships that ensure maximum readiness through a combination of preventative maintenance, industrial assistance and commercial practices/relationships.

Experience supervising and directing subordinate supervisors in the establishment of goals and objectives, work planning and organization, work assignments, and personnel management responsibilities.

  • You will provide supervisory control and direction for the RM1 workforce; assign and review work; monitor accomplishment for timeliness and acceptability; and provide advice, counsel and instruction.
  • You will direct his/her staff and matrixed support codes to plan and coordinate future requirements and develop new and more efficient ways improve ship readiness.
  • You will maintain liaison with Fleet Commanders, FFC, OPNAV, PACFLT, MARAD, NAVSEA, PEO-SHIPs, TRANSCOM and MSC Area Commanders to identify future needs and to ensure MSC vessels can meet the long-term readiness requirements.
  • You will accountable for coordination, evaluation and analysis of relevant budgetary products and future budgetary planning for issues that could delay or prevent attainment of future force generation goals and requirements.
  • You will be responsible for overall strategic planning for the CLF, Army/Air Force Prepo and Surge ship programs, including the development of long-range plans and policies, goals, objectives and milestones.
  • You will plan and develop the life cycle management program, with support from N7, commercial best practices, and risk management.
  • You will coordinate development of the 40-year life cycle maintenance plan for assigned vessels through life cycle management.
  • You will develop Force Generation models to ensure the highest standards of material readiness and greatest Return of Investment (ROI) Operational Availability (Ao) can be achieved.
