Job Description

Summary

This job involves leading a team of engineers in the Combat Systems Division at a naval shipyard, where you'll oversee planning, execution, and quality control for mechanical, electrical, and electronic projects on ships.

Full Job Description

You will serve as a SUPERVISORY INTERDISCIPLINARY ENGINEER in the Engineering and Planning Department of PSNS and IMF.

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector.

Specialized experience must demonstrate the following: Experience as a professional engineer providing engineering advice and direction for mechanical, electrical, or electronic projects; investigating, evaluating, and resolving unusual problems, issues, or conditions; and ensuring technical adequacy and quality of project work.

  • You will direct, plan, and monitor the functional activities of the Combat Systems Division and exercise continuing direction and control over the Combat Systems office by the systematic evaluation of projects.
  • You will be the technical authority, providing technical control, administrative direction, management, and training for the execution of all Combat Systems work and testing at Puget Sound Naval Shipyard.
  • You will serve as primary consultant to the Engineering and Planning Operations Manager on matters pertaining to the technical considerations, planning, execution, and documentation of all phases of the Shipyard's Combat Systems Office.
  • You will review and assume responsibility for final technical adequacy and timely completion of all work performed by the Division and coordinates the Division's functions with other Shipyard managers, Ships' Force, and vendors.
  • You will provide long-range planning and identify projected workload, manning needs, and acceptance/rejection of special projects, reassigning personnel for efficiency and productivity as required by the workload.
  • You will schedule work assignments in consideration of deadline dates and man-hour capacities and take appropriate steps to assure adequate progress of work assignments, ensuring timely completion and quality of assigned work.
  • You will determine specifications to be utilized in performance of Combat Systems work and specify Combat Systems quality control requirements for test requirements/specifications and reports.
  • You will provide liaison with off station authorities on technical matters and maintain liaison with Production Resources Department and the Operations Department regarding ongoing projects and the solutions of associated problems.
  • You will provide technical guidance and assistance in development and implementation of training programs as required to accomplish Combat Systems work, and direct the training and development of engineers and technicians.
  • You will attend and participate in conferences with NAVSEA officials, counterparts, and other activities, to discuss and exchange information on mutual technical management and operating problems pertaining to the work of the Combat Systems Division.
  • You will keep informed of major problems affecting the overall capacity and potential of the Division and provide guidance in resolving complex and conflicting interests relative to dividing programs for the effective use of manpower.
  • You will interpret management's goals pertaining to policies and personnel administration to the principal subordinate supervisors for guidance in dealing with employees uniformly and in accordance with management intent and principles.
  • You will provide continuous guidance, leadership, and coordination to the Division, resolve conflicts among branches, and determine requirements for personnel, recruiting, overtime, and loan/farm outs.
  • You will recommend commendatory actions or awards and maintain discipline with the authority to issue verbal and written warnings, letters of caution or requirements, and written reprimands.
  • You will determine developmental and training needs of personnel and consult with appropriate personnel to determine availability or necessity to establish required training.
  • You will review position descriptions on an annual basis, ensure currency and adequacy, and initiate requests for personnel actions.
