Full Job Description

The Veterans Health Administration (VHA) has adopted the HR Modernization and Shared Services Implementation.

This position is located in the VISN's Human Resources Recruitment & Placement (R&P) Shared Services Unit (SSU) reporting to the SSU Recruitment & Placement Chief.

The length of this temporary promotion is NTE 1 year, with the possibility of becoming permanent without further competition.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/06/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.

For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service.

An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.

If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement.

In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

The BASIC REQUIREMENT for the HR Specialist GS-0201 series is presumed met if found qualified at the GS-0201-7 level and above.

To qualify for this position at the GS-13 level, you must meet one of the following listed Criteria: Criteria 1- Graduate Degree and Specialized Experience: Successful completion of a graduate level degree or higher and three years of progressive specialized experience equivalent to at least the GS-11 grade level.

Such experience may be gained in administrative, professional, technical or other responsible work positions in the public (i.e., Government or military) or private sector.

Qualifying specialized experience includes: conducting recruitment and placement activities for a variety of professional, administrative and technical positions; interpreting and applying qualification standards/requirements to determine applicant qualifications; providing technical guidance and consultation regarding rules and regulations laws, policies and procedures pertaining to recruitment and staffing and personnel actions; explaining recruitment and placement policies, processes, and rules to managers in developing recruitment packages including job analysis, crediting plans, and performance-based interview questions; utilizing USA Staffing (or other automated staffing programs) to prepare vacancy announcements, issue referrals to managers, and onboard selectees.

~OR~ Criteria 2- Specialized Experience: You must have at least one (1) year of specialized experience equivalent to the GS-12 grade level in federal service that demonstrates HR management knowledge, concepts and principles and the performance of work in one or more of the HR specialty areas.

Such experience may be gained in administrative, professional, technical or other responsible work positions in the public (i.e., Government or military) or private sector.

Qualifying specialized experience includes: providing expert level human resources advice and guidance on recruitment, placement, and staffing programs to the VISN and/or medical center management and staff; comprehensive knowledge of and skill in applying a wide range of advanced recruitment, placement, and staffing principles, concepts, practices, and regulations; leading or serving as team member on special projects or comprehensive studies to examine recruitment, placement, and staffing problems or issues to find solutions, evaluate alternatives, and make recommendations to complex problems and situations; advising management on a wide range of recruitment, placement, and staffing issues such as workforce shaping, special placement programs, recruitment methods, special pay incentives, and national collective bargaining agreement requirements; and reviewing data from automated platforms, performs analyses, summarizes information, identifies trends and develops and implements recommendations.

This vacancy may be used to fill future permanent recruitments.

This position is responsible for supervising the VISN R&P SSU Staff and administering the VISN's Federal recruitment, placement, and staffing programs.

Provides expert level human resource advice and guidance on these programs to the VISN and MCs' management and staff.

Major Duties and Responsibilities to include but not be limited to: Manages the daily operations of the R&P SSU with the responsibility for integrating and coordinating all areas of the R&P program Implements R&P policies and regulations; developing of local policies and procedures, and briefing VISN and Medical Center's management on the status of these programs Provides expert level Human Resource advice and guidance on these programs to the VISN and Medical Center management and staff Trains subordinate staff and management regarding the latest information; preparing communications regarding current and future requirements and information and serving as the VISN's policy and regulatory subject matter expert (SME) for these programs Plans and conducts studies and analyses of the VISN and MCs' staffing needs and requirements; reviewing data from feedback mechanisms, performing analyses, summarizing information, identifying trends and developing and implementing recommendations Prepares and completes study reports and making recommendations to VISN and Medical Center management Advises management on a wide range of staffing issues such as workforce shaping/reduction-in-force, special placement programs, recruitment methods, and special pay incentives Performs other related duties as assigned VA offers a comprehensive total rewards package: HR Specialist Total Rewards Work Schedule: Monday - Friday; 7:45am- 4:30pm (Negotiable) Compressed/Flexible: May be authorized at the discretion of the Service Chief Telework: This position may be authorized for Ad Hoc telework.
