As a Supervisory Management and Program Analyst, you will serve as the Deputy Division Chief of the Digital Services Division, supporting the Division Chief on a broad range of programs, projects, and issues impacting USCIS digital services.

The qualifications for this position must be met by 11:59 PM (Eastern Time) on 02/13/2026.

Current Federal employees must have served 52 weeks at the lower grade or equivalent grade band in the Federal service.

The Time-in-Grade requirement must be met by 11:59 PM (Eastern Time) on 02/13/2026.

GS-15: You qualify at the GS-15 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-14 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position.

You must have experience performing the following duties: Advising senior-level management on critical mission, technical, and administrative programs requiring a broad application of qualitative and quantitative system and management support processes.

Partnering with key stakeholders to implement, improve and resolve issues related to digital products and services. Planning, organizing, directing, and evaluating the activities of subordinates.

Analyzing complex functions and work processes.

  • Organizational Location: This position is located in the Department of Homeland Security, U.S. Citizenship and Immigration Services, within the External Affairs Directorate, and are assigned based on the need of the agency.
  • Plan, organize, direct, and evaluate the activities of subordinate Branch Chiefs ensuring effective management of productivity, effectiveness and efficiency of branch operations.
  • Plan, analyze, and intercede on a variety of issues, problems, and operational matters affecting the operations, programs, and activities for the Digital Services Division.
  • Establish standards for United States Citizenship and Immigration Services digital products and services.
  • Make decisions and resolves problems involving interpretation of the law or unusual situations requiring interpretations and application of United States Citizenship and Immigration Services and Department of Homeland Security policies.
  • Develop and implement short and long range program plans and direct activities related to the Division's and Directorate's strategic vision.
  • Take action to achieve organizational objectives and recommend future program objectives and improvements.
  • Apply knowledge of both qualitative and quantitative analytical techniques and knowledge of organization's mission and processes to make recommendations on substantive operating programs.
  • Provide technical assistance and direct support to External Affairs Senior Executive Service staff and other senior management in all matters relating to the application of digital services to meet mission requirements.
  • Evaluate the content of new or modified legislation for projected impact to online filing, customer experience initiatives and the public website.
  • Develop, implement, and manage sophisticated information systems that focus on short and long range plans, policies and programs, based on goals, objectives, priorities, executive orders, or the department.
