Full Job Description

You will serve as a Supervisory Program Analyst in the Africa Regional Group Directorate of COMUSNAVEUR.

The Secretary of Defense has ordered a department-wide hiring freeze subject to certain limited exceptions. This position is subject to the DoD hiring freeze.

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector.

Specialized experience must demonstrate the following: Analyzing and synthesizing diverse information, developing long-range plans, and providing senior-level guidance on broad policy and operational matters, AND Evaluating intricate issues, developing innovative solutions, managing resources, overseeing administrative/programmatic functions, and communicating complex concepts clearly to senior leaders, AND Coordinating with high-level stakeholders across organizational boundaries, shaping strategic initiatives, and representing leadership in engagements, AND Managing competing priorities, operating effectively in dynamic environments, and exercise sound judgment in situations with limited precedent or guidance.

• You will serve as the Program Analyst and Deputy Director.
• You will provide cross functional, effects based, operational level planning for the specific region and develop coordinate and synchronize the execution of activities to achieve regional effects in support the Commanders' objectives.
• You will be responsible for the daily production to respond to operational level tasking of the Commander in support of strategy implementation.
• You will act as the staff point of contact for maritime security cooperation activities.
• You will formulate naval activates and engagement in the assigned region to build partner capacity.
• You will advise and assist the director by ensuring the continuity between the command's strategic objectives, program, exercise, security cooperation activates, and funding strategies.
• You will routinely brief the Naval component leadership, General and Flag officers from theater commands and visiting VIP's on activities to improve maritime safety and security.
• You will supervise staff and serve as lead supervisor for personnel functions.
• You will assign work to subordinates based on priorities, difficulty and complexity of assignments and the capabilities, you will provide technical oversite, and provide broad and detailed directions including desired outcomes and schedules.
• You will support direct functions of the Director and serve as acting director in the Director's absence.
• You will participate in senior management activities to include: Council of Captains, 1 Star Command Decision Board, Fleet Review Board, AFRICOM Commanders Update Brief, Initial Progress and Final Progress Revies, and Director's meetings.
• You will integrate developed and approved strategy and policy into developing plans and initiatives across the integrated staff.
• You will support cross functional operational planning teams with subject matter expertise of Africa and its maritime security challenges.
• You will prioritize efforts of knowledge management staff to support core operational functions.
• You will review, analyze and interpret higher level guidance from multiple sources and synthesize directed effects based on objectives.
• You will operate and adapt internal administrative management systems and processes to meet all requirements while minimizing impact on operational effort.
• You will represent the command in face-to-face sessions with other DOD echelon staff.
• You will synchronize efforts of Euro-Atlantic partners to optimize return on investment.
