About the Position: This Supervisory Program Analyst position is located with Programs and Project Management Division, Programs Management Branch in Galveston, TX.

A Relocation Incentive MAY be offered, depending on funding availability and management discretion.

You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience.

You will be evaluated on the basis of your level of competency in the following areas: Financial Management Leadership Program Management Specialized Experience: One year of specialized experience which includes: 1) Formulating budgets for Civil Works projects.

AND (2) Executing Civil Works projects including cost share maintenance, monitoring, and budget deviation.

AND (3) Advising peers on the interpretation of established regulations and guidelines for budget management.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12 or above).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).

Major Duties:

• Provide professional advice and guidance to District elements and office staff on the overall development of current and long-range Civil Works programs.
• Interpret programming and budget directives, formulates instructions, and ascertains that District operating elements understand the directives.
• Responsible for overseeing the formulation of the Budget for the Program Year for the Navigation, Flood Risk Management, Water and Environmental Business Lines.
• Monitor the overall execution of all programs in the current year budget.
• Prepare a variety of technical reports on program status to higher authority.
• Identify trends to assure that objectives of the annual civil program are being met on a timely basis and that funds are available and being properly and effectively used to support program objectives.
