This job involves leading a team that manages community-based health services for veterans, including medical, surgical, mental health, dental, and long-term care through contracts and networks.

This position is located in the Department of Veterans Affairs, Veterans Health Administration, Mid Atlantic Healthcare Network (VISN 6), Hampton VA Health Care System.
The incumbent is responsible for all functions as it relates to medical, surgical, mental health, dental, primary care, and Geriatrics and Extended Care Services utilizing Community Care Network (CCN), Veteran Care Agreements (VCA), and other contracted community care services.
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/02/2026.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service.
An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement.
In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization.
Specialized experience includes but is not limited to: Supervisory experience to include hiring, training, and evaluating performance; Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field; Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Knowledge of process improvement and data management systems to drive change; Proficiency in hospital wide packages, such as Vista, CPRS, Heath Share Referral Manager (HSRM); Mastery of budget projection and forecasting manpower for staffing and operational needs.

Part-time experience will be credited on the basis of time actually spent in appropriate activities.

Physical Requirements: The work is primarily sedentary but also demands some standing, walking, bending, lifting, and carrying of charts, folders, forms, and miscellaneous supplies to various locations within the HCS for meetings.
The incumbent frequently walks to various parts of the healthcare system including patient care areas.

Major Duties:
Duties include but are not limited to: Responsible for healthcare delivery and operations related to Community Care services Provides budget projections to include forecasting resources to support utilization of manpower Utilizes word processing, spreadsheets and database packages for program efficiency Provides oversight of all key personnel to include hiring, training, counseling, and evaluating employee's work performance Develops policies and procedures in accordance to established guidelines and regulations Analyzes problems and present detailed reports both orally and in writing Monitors all aspects of contract procurement and maintenance related to community care Implements performance improvement processes and evaluate outcomes Evaluates organizational structures and systems to achieve program goals Interacts with key stakeholders, management, and community partners to enhance program operations Work Schedule: 8:00am - 4:30pm, Monday - Friday Virtual: This is not a virtual position.
