Full Job Description

You will serve as a Supervisory Accounting Officer in the Accounting Division, Code 083 of OFFICE OF NAVAL RESEARCH.

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or NO-04 pay band in the Federal service or equivalent experience in the private or public sector.

Specialized experience must demonstrate the following: 1) Demonstrating knowledge of accounting principles, understanding of federal appropriations law, and knowledge of DoN financial management systems; 2) Overseeing a variety of functions such as accounting operations, financial reporting, disbursements, funds control, payment certifications and financial improvement and audit readiness initiatives; and 3) Ensuring continuous staff training with proven results and impacts leading to a skilled and knowledgeable workforce.

  • You will serve as the Accounting Officer and lead spokesperson for all organizational accounting functions with internal and external partners, including the Department of Defense (DoD) and the Department of the Navy (DON)
  • You will provide supervision, guidance, and direction to personnel in the accounting and audit division for financial systems, operations, and Financial Improvement and Audit Readiness (FIAR).
  • You will establish and communicate comprehensive accounting policies, procedures, directives, and instructions for headquarters and reporting commands.
  • You will frequently brief ONR management and other external parties regarding RDTE, NRDTE, DW ONR accounting matters and respond to a wide range of questions.
  • You will manage the command's FIAR Program, ensuring compliance with all mandated Navy and DoD metrics to achieve a clean audit opinion on financial statements.
