Summary

About the Position: Serves as the primary proponent for the installation master plan and installation design guide.

The plan includes many different types of facilities and land usage such as testing facilities, administrative facilities, utilities, roads, parks and other green space.

Specialized experience is defined as: Perform a wide variety of master planner functions such as: Developing installation policy and guidance for master planning activities, constructions, architectural standards, real property accountability, and geographic information systems for a military installation.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service, GS-12.

You will be evaluated on the basis of your level of competency in the following areas: Communications Financial Management General Engineering Leadership Program Management Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).

Some federal jobs allow you to substitute your education for the required experience in order to qualify.

For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

5305. Major Duties:

  • Ensure the total plan works for the functioning of the mission and community of the installation.
  • Utilize knowledge of a variety of engineering and architectural areas and planning concepts to ensure all areas of the plan are sounds and support the needs of the mission.
  • Independently plan, complete, coordinate, and ensure the execution of the master plan.
  • Attend all meetings concerning the planning of new or modification of installation land or facility usage.
  • Conceptualizes, develops, and manages the long-range construction program and completes project programming project-programming actions required to implement the master plan.
