Full Job Description

This position is organizationally located in the VISN's Human Resources Management's Recruitment and Placement Section (R&P) reporting to the Associate HR Officer.

This position functions as a Shared Services Units (SSUs) R&P Chief responsible for managing the Network R&P Section comprised of all R&P SSUs providing services, support, and advice in support of any and all VISN 16 medical centers.

NOTE: This is a temporary promotion opportunity NTE 1 year. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/01/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.

For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service.

An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.

If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement.

In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

The BASIC REQUIREMENT for the HR Specialist GS-0201 series is presumed met if found qualified at the GS-0201-7 level and above.

To qualify for this position at the GS-14 level, you must meet one of the following listed Criteria: Criteria 1- Graduate Degree and Specialized Experience: Successful completion of a graduate level degree or higher and three years of progressive specialized experience equivalent to at least the GS-12 grade level.

Such experience may be gained in administrative, professional, technical or other responsible work positions in the public (i.e., Government or military) or private sector.

Qualifying specialized experience includes: Providing expert level human resource advice and guidance on these programs to the VISN and MCs' management and staff; Providing continuing advice and guidance in areas which include, but are not limited to, basic employment policy, appointment authorities, recruitment and staffing; Collaboratively evaluating trends in missions, technology, manpower, fiscal resources, and other factors influencing future needs; Coordinating with advisory staff to obtain management information; Advising staff on difficult and unusual recruitment, placement and pay issues or problems; Troubleshooting and resolving difficult and controversial internal and external staffing and placement problems; ~OR~ Criteria 2- Specialized Experience: You must have at least one (1) year of specialized experience equivalent to the GS-13 grade level in federal service that demonstrates HR management knowledge, concepts and principles and the performance of work in one or more of the HR specialty areas.

Such experience may be gained in administrative, professional, technical or other responsible work positions in the public (i.e., Government or military) or private sector.

Qualifying specialized experience includes: Assessing the effectiveness of the current program and develop achievable goals and objectives to meet existing and future requirements; evaluating known problems, deficiencies, and inadequacies; Conducting workforce assessments to develop strategic plans for future recruitment; directs recruitment and placement operations to include Title 5,Title 38/Hybrid, trades, and student hiring; Providing advice to leadership on the concepts, principles, practices, laws and regulations which apply to Human Resources in VHA and for substantive regional or national programs and services; providing responses to proposed legislation, policies, and standards of higher authority regarding human resources issues; Providing guidance for targeting areas of concentration for outreach based on critical hiring needs; Planning and directing staffing section operations; Recommending/making selections for subordinate work/group leaders and other staff members; Effecting minor disciplinary measures, such as warnings and reprimands, recommending other action in more serious cases.

Major Duties:

VA offers a comprehensive total rewards package: HR Specialist Total Rewards Major Duties and Responsibilities of the position include, but are not limited to: Keeping abreast of trends and changes in R&P and Staffing concepts and philosophies, and of changes developing in procedures, techniques, implementation and administration as emerging in Off ice of Personnel Management, and VACO/VHA.

Evaluating known problems, deficiencies, and inadequacies. Serving as VISN's focal point for R&P program enhancement.

Providing a central focus for strategic initiatives to meet current and future mission staffing needs.

Monitoring accomplishment of the plans' objectives and adjusts plans according to emerging needs and strategies. Presenting findings in meetings and/or formal briefings to Network Directors and Staff.

Resolving complex matters involving higher echelons, particularly with respect to the interpretation of R&P and Staffing policies.

Overseeing the recruiting for up to 100 different specialties that consist of Title 5, Title 38/Hybrid, trades, professional, and research primary investigators; and multiple student programs.

Providing continuing advice and guidance in areas which include, but are not limited to, basic employment policy, appointment authorities, recruitment and staffing; various affirmative employment programs, and employment of special category personnel such as physicians, nurses, research primary investigators; part-time employment policy.

Developing, staffing, and implementing VISN-wide recruiting plans, policies, and programs.

Providing and rendering decisions on complex determinations unresolved by subordinates on a continuous basis through review of completed work and assessment of results obtained maintaining a high level of work production.

Developing and providing supervisory training to supervisors/managers within all levels of the organization on HR policy and procedures.

Managing staff who are physically located virtually across the country or at other medical centers within the VISN requiring the incumbent to manage remotely and/or travel to various medical centers as needed.

Work Schedule: Monday-Friday. Schedule must include core hours of 9:00am to 2:30pm Central Standard Time (CST). Specific Schedule to be set by Supervisor.

Compressed: May be available at Supervisory's discretion Telework: This position may be authorized for Ad-Hoc telework. Telework eligibility will be discussed during the interview process.
