Full Job Description

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.

About the Position: Serves as a Housing Management Specialist in the Housing Division/Directorate of Public Works located at an Army Garrison.

Provides technical guidance and office support to lower level housing management personnel Who May Apply: US Citizens In order to qualify, you must meet the experiences requirements described below.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social).

You will receive credit for all qualifying experience, including volunteer experience.

Specialized Experience: One year of specialized experience which includes: 1) Performing inspections of community rental property to determine adequacy, habitability and suitability as a listing for referral; 2) Providing authoritative guidance on housing standards, program regulations, and industry best practices; and 3) Representing the organization in installation level meetings and/or at various conferences and meetings with local officials and other organizations..

This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Supply Chain Management, Logistics, Operations Management OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.

To compute the percentage of the requirements, divide your total months of experience by 12.

Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. Major Duties:

  • Reviews various inspections of community rental property to determine adequacy, habitability and suitability as a listing for referral.
  • Conducts Basic Allowance for Housing (BAH) data collection and reports submission.
  • Advises chain-of-command on all aspects of the installation housing program, and submits necessary reports, briefings, etc. Prepares and presents effective, accurate, and complete briefings, information, and correspondence.
  • Develops and sets performance standards for all subordinates, reviews their accomplishments, gives advice and instructions on work and administrative matters, renders performance appraisals, and schedules / approves their leave.
  • Hears and resolves grievances and serious employee complaints; recommends necessary disciplinary actions for subordinates.
  • Serves as the Contracting Officer Representative (COR), responsible for day-to-day management of contracts supporting housing functions as required or appointed.
