Full Job Description

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.

About the Position: Serves as a Housing Manager reporting to the Chief Housing Division located in the Directorate of Public Works (DPW) at a large multi-mission installation.

With full delegated responsibility, supervises employees engaged in support of the housing management programs.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social).

You will receive credit for all qualifying experience, including volunteer experience.

Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application.

Specialized Experience: One year of specialized experience which includes: 1) Studying local ordinances governing community life and recommending new or amended regulations to improve housing administration policies; 2) Advising chain-of-command on all aspects of the installation housing program, and submits necessary reports, briefings, etc.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

  • Provides technical housing expertise and assistance to garrison Commander/Manager and other installation staff in representing Department of the Army (DA), Army Command, and garrison objectives.
  • Provides oversight for projects annual income stream. Develops garrison policies for all aspects of housing programs.
  • Responsible for oversight of budgeting and execution (AFH and OMA) in support of installation housing programs. Provides oversight for projects annual income stream.
  • Develops and sets performance standards for all subordinates, reviews their accomplishments, counsels them on deficiencies, gives advice and instructions on work and administrative matters.
  • Advises chain-of-command on all aspects of the installation housing program and submits necessary reports, information papers, briefings, etc.
  • Serves as the Contracting Officer Representative (COR), responsible for management oversight; guidance, fiscal policy, and control of contractor owned-government leased quarters as required or appointed.
