Job Description

Summary

This job involves leading a team to guide states in reforming their Medicaid programs through special demonstration projects, focusing on innovative ways to deliver services, manage budgets, and expand coverage.

You'll oversee policy development, review state proposals, and work with high-level officials to ensure these reforms align with federal rules.

Key Requirements

  • At least one year of specialized experience equivalent to GS-13, including developing or implementing Medicaid Section 1115 demonstration policies in areas like service delivery innovation, budget neutrality, financing, eligibility, or coverage
  • Experience overseeing projects and coordinating resources to improve programmatic operations and mission delivery
  • Proven ability to draft specialized policy documents, such as health policy briefs and demonstration terms and conditions, for policy formulation, execution, and regulatory compliance
  • Expertise in directing the development, submission, and review of Medicaid and CHIP Section 1115 demonstrations, particularly budget neutrality
  • Skills in providing project management support and leading teams in reviewing and analyzing state Medicaid requests

Full Job Description

This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Center for Medicaid and CHIP Services (CMCS),State Demonstration Group (SDG), Division of System Reform Demonstration (DSRD).

As a Supervisory Health Insurance Specialist (Division Deputy Director), GS-0107-14, you will serve as a Division Deputy Director directing and coordinating the division of staff to delivery system and financing reform.

In order to qualify for the GS-14, you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-13 grade level in the Federal government, obtained in either the private or public sector, to include: Developing and/or implementing Medicaid Section 1115 Demonstration policies related to one of the following specific areas: innovation in service delivery, Medicaid budget neutrality and financing concepts, or alternative approaches to eligibility and coverage; AND Overseeing projects and coordinating assets to strengthen programmatic operations and mission delivery; AND Drafting specialized policy documentation (including health policy briefs, demonstration terms and conditions) to support precise policy formulation, execution, and regulatory adherence.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social).

Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates directly to paid employment.

  • Direct and manage the development, submission, and review of Medicaid and CHIP section 1115 demonstrations with expertise in ,budget neutrality.
  • Provide direct project management support and serves as a CMS Medicaid program and financial analysis team leader in reviewing, evaluating, and analyzing state Medicaid section 1115 requests.
  • Represent senior SDG and CMCS officials in discussions and participates and negotiates with high-ranking State and Federal officials to explain policy and program operations as well as other technical issues, such as budget neutrality.
  • Collaborate with stakeholders to assess and address technical needs to ensure successful design and implementation of initiatives.
