Full Job Description

This position is located in the National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), Southeast Regional Office (SERO), Sustainable Fisheries Division (SFD) with one vacancy in Saint Petersburg, FL.

BASIC REQUIREMENTS: This position has a positive Education Requirement in addition to at least one year of Specialized Experience in order to be found minimally qualified.

Degree: Biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. OR B.

Combination of education and experience: Courses equivalent to a major, or at least 30 semester hours in courses, as shown above, plus appropriate experience or additional education. OR C.

Experience: Four years of experience that demonstrated that the applicant acquired knowledge and understanding of one or more of the biological sciences, agriculture, natural resource management, or related disciplines equivalent to that which would have been acquired through completion of a 4-year course of study as described in A above.

-AND- SPECIALIZED EXPERIENCE: Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service.

Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position.

This experience need not have been in the federal government.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social).

Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience.

To qualify at the ZP-5 or GS-15 level: SPECIALIZED EXPERIENCE: In addition to meeting the Basic Requirements above, applicants must also possess one full year (52 weeks) of specialized experience equivalent to the ZP-4 or GS-14 in the Federal service.

Specialized experience MUST include all of the following: Assisting with reviewing amendments to fishery management plans and policies to manage various marine species; Developing and implementing natural resources or fishery management programs and ensuring program compliance with applicable rules and regulations; and' Performing administrative duties, such as supervising, setting priorities, developing budgets, assigning work, or providing guidance and feedback to staff.

Major Duties:

As a Supervisory Fish and Wildlife Administrator, you will perform the following duties: Serve as a scientific advisor and program administrator for the management of living marine resource protection pursuant to the Magnuson-Stevens Fishery Conservation and Management Act and Restoring American Seafood Competitiveness Executive Order

; responsible for fishery management plan development, review, and implementation with optimal efficiency and effectiveness.

Develop, review, and evaluate environmental and regulatory programs, and provide oversight of strategic planning and budget allocation to support maximum mission success in support of the management of marine resources and seafood competitiveness.

Determine goals and objectives that need additional emphasis; determine the best approach or solution for resolving budget shortages; and plan for long-range staffing needs, including such matters as whether to contract out work.

Provide staff leadership, program oversight, policy direction and perform the full range of supervisory functions.
