Summary

This job involves leading a team as the top financial officer for a Navy program office focused on building and maintaining amphibious assault ships and connectors.

You'll handle budgeting, financial planning, and oversight of contracts to ensure projects stay on track and within budget.

Full Job Description

You will serve as a Supv Chief Financial Officer (PAPM-BFM) in the Amphibious Assault and Connectors Program Office (PMS 317) of PROGRAM EXECUTIVE OFFICE SHIPS.

The Secretary of Defense has ordered a department-wide hiring freeze subject to certain limited exceptions. This position is subject to the DoD hiring freeze.

Your resume must demonstrate at least one year of specialized experience at or equivalent to the NH-03 (GS-13 equivalency) grade level or pay band in the Federal service or equivalent experience in the private or public sector.

Specialized experience must demonstrate the following: Leading financial management analysis functions (e.g.

creating financial management plans, directing financial program reviews, or developing high level budget summaries) to ensure the timely and accurate execution of program funds for an organization.

  • You will provide senior civilian experience in all aspects of budget formulation, justification, execution and review, and in ship acquisition, life-cycle, technical, programmatic, and management aspects of ship design and construction .
  • You will be responsible for supporting timely formulation of acquisition strategies and acquisition plans, and supporting documentation required to authorize and support efficient production of the in-service programs.
  • You will develop guidance to interpret and implement financial strategies, policy, and plans to support planning justification and execution of Amphibious Warfare ship/craft construction and in-service budgets for a multitude of appropriations.
  • You will provide financial requirements oversight for all shipbuilding contracts, ship test program, change orders, outfitting, post delivery, and program engineering support.
  • You will be responsible for the ship cost estimating process, application of life cycle cost models, and continued liaison with Naval Sea Systems Command (NAVSEA) ship cost estimators and contributing acquisition agents.
  • You will develop budget controls and allocation to all Participating Managers using cost estimating documents, budget exhibits, and historical records.
  • You will maintain current status of the business health of the shipbuilding contractors associated with PMS 317's programs.
  • you will develop the business/financial management input to Request for Proposals for sole source or competitive procurements of ships and craft.
