Job Description

Summary

This job involves leading budget planning and analysis for a major federal agency, helping to create, justify, and manage financial resources while advising on efficient spending and adapting to new laws.

Full Job Description

Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, Office of Finance, Budget Directorate, Washington D.C.

Additional selections may be made to include other organizational divisions and/or units within the duty location(s) listed above.

Experience: You qualify for the GS-15 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Providing analytical services to support the formulation, justification, presentation, enactment, and execution stages of the budget process for the agency.

Advising on matters pertaining to the most effective and efficient use of the agency's financial resources, including long-range planning and programming.

Interpreting and assessing the impacts of new and revised congressional legislation on the formulation, budget authority and execution of the agency's resources including user fee and reimbursable funding.

You will receive credit for all qualifying experience, including volunteer experience.

You must: Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 02/18/2026.

Background Investigation: U.S.

Customs and Border Protection (CBP) is a federal law enforcement agency that requires all applicants to undergo a thorough background investigation prior to employment in order to promote the agency's core values of vigilance, service to country, and integrity.

To be considered well qualified under CTAP, you must be rated at a minimum score of 85 for this position. Major Duties:

This position will allow you to provide expert advice, assistance and guidance to agency officials on budgetary policies, regulations and objectives.

This position starts at a salary of $169,279.00 (GS-15, Step 1) to $197,200.00 (GS-15, Step 10) with promotion potential to $197,200 (GS-15 Step 10).

Typical duties include: Preparing authoritative budget formulation guidance for program managers throughout the agency, to include outreach and training to the CBP resource management community Establishing internal budget formulation processes and procedures for effective administration of the budget formulation program.

Formulating and executing budget proposals, including supporting documents, for the Resource Allocation Plan, Office of Management and Budget (OMB) submission, and the President's Budget.

Reviewing administrative and legislative responses to budget submissions to ensure compliance with directives within CBP, DHS, and OMB.

Integrating and presenting analyses to CBP's leadership in a manner suitable for corporate decision-making regarding the best use of fiscal resources.
