Note: Actual salary includes locality pay (15-40%+ depending on location).

This position is located in the Ethics Law and Disclosure Division (ELDD) and will receive general direction and guidance from the Director and will be responsible for the administration of the ELDD.
The ELDD is responsible for establishing liaison with all executive agencies, including the White House and the DOJ and for providing advice and counsel to agency ethics officials and the general public and analyzing, resolving, and monitoring potential conflicts of interest.

Basic Requirement - Applicants must demonstrate at least one year of progressively responsible leadership experience indicative of senior executive level managerial capability and directly related to the skills and abilities outlined under the Executive Core Qualifications.
Typically, experience of this nature will have been gained at or above the GS-15 grade level in the Federal service or its equivalent with state or local government, the private sector, or non-governmental organizations.
Failure to meet this basic qualification requirement will disqualify the applicant.
Evidence must be provided that clearly demonstrates the applicant has the necessary level of executive potential, skills, abilities, specialized knowledge, and technical qualifications to perform as a SES executive.
This evidence must include clear, concise examples that emphasize the applicant's level of responsibilities, scope and complexity of assignments, program accomplishments, policy initiatives, and long-range planning.

MANDATORY TECHNICAL QUALIFICATIONS (MTQs): The following qualifications are required for the incumbent to perform the duties of the position.
You must demonstrate all of the MTQs to be rated as eligible for this position.
MTQ 1: Substantial knowledge of and demonstrated experience leading teams that provide legal advice supporting a federal agency or organization participating in federal programs, including demonstrated experience providing legal advice related to federal ethics law, criminal conflicts of interest, and the regulatory process.
MTQ 2: Demonstrated experience analyzing complex legal problems, making sound decisions, and providing timely advice to senior leaders and demonstrated ability to communicate complex legal and financial concepts clearly and concisely in writing and orally.
Major Duties:
As a Supervisory Attorney Adviser (Ethics Counsel), you will: Lead a division of attorneys and analysts to achieve applicable agency goals with a collaborative and cross-functional staffing model.
The incumbent is responsible and accountable for managing the organization's human, financial, and other resources in accordance with law, regulation, and public policy to achieve intended program results efficiently, economically, and effectively.
Lead the program to collect, track, review, and analyze new entrant, annual, termination and periodic transaction reports of Presidential appointees confirmed by the Senate to ensure that they are complete and to resolve potential conflicts of interest.
Lead the program to monitor compliance with ethics agreements made by Presidential appointees during their Senate confirmation process to ensure PAS financial disclosure commitments are timely met and conflicts of interest are appropriately resolved.
