Full Job Description

The U.S. Attorney's Office for the District of Columbia is unique in the size and the scope of its work. It serves as both the local and the federal prosecutor for the nation's capital.

On the local side, AUSAs assigned to the Superior Court Division prosecute cases ranging from misdemeanors to homicides.

On the federal side, AUSAs assigned to the Criminal Division prosecute federal crimes. The Civil Division further defends the United States in civil suits brought in the District of Columbia.

To be qualified at the GS-13 level, you must demonstrate possession of each of the following basic competencies AND at least one year of specialized experience equivalent to the GS-12 level in Federal Service as defined below: Basic Requirement: Information Technology (IT)-related experience, obtained through paid or unpaid experience and/or completion of specific, intensive training, demonstrating each of the following competences: Attention to Detail: Is thorough when performing work and conscientious about attending to detail.

Customer Service: Works with clients and customers (that is, any individuals who use or receive the services or products that your work until provides, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.

Oral Communication: Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and respond appropriately.

Problem Solving: Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

AND To be found qualified at the GS-13 level, you must have one year of specialized experience equivalent to the GS-12 level in the Federal service.

Specialized experience is experience that has equipped the applicant with the knowledge, skills, and abilities to successfully perform the duties of the position and typically consists of experience in or related to the position to be filled.

Examples of specialized experience are: identifying, translating and managing the agenda and the program responsibilities actions to be carried out by the staff; researching and analyzing available technologies, systems and management processes to implement strategies to achieve defined goals; designing, planning, and managing a district's litigation support processes by implementing state-of-the-art technologies and management processes to advance investigatory and eLitigation priorities, including securely obtaining, segregating, analyzing, storing, sharing, documenting, displaying, and disposing of physical and electronic evidence; ensuring the litigation technology program is consistent with laws and policies governing document security, sharing and retention; and addressing competing systems, requirements, priorities, and policies of government agencies, components, state and local governments, courts, and counsel.

The USAO-DC environment includes personal computers, routers, switches, bridges, transmission media, a wide area network and local area network, operating systems, case management systems and litigation support operations.

LS administration responsibilities are considered complex in terms of communications limitations, the need to modify standard systems to resolve hardware and software problems, and the need to adapt precedents or make significant departures from standardized approaches to meet user requirements.

The incumbent serves as a Supervisory Information Technology Specialist for the Office of eLitigation (OEL) overseeing the functions of the eDiscovery Unit and is responsible for directing, training, and educating eDiscovery Unit (EDU) specialists in all aspects of the Electronic Discovery Reference Model (ERDM); providing technical, administrative, and analytical assistance involving other IT specialty areas to support the litigation technology needs of the USAO-DC; and promoting, training, and educating USAO-DC users on eDiscovery tools including Everlaw and Relativity.

If selected for this position, you will join a well-respected team that is responsible for providing district-wide eLitigation Technology support for the United States Attorney's Office for the District of Columbia (USAO-DC).

Typical work assignments will include: Exercises delegated supervisory authorities and responsibilities and translates the agenda of the OEL into discrete actions to be carried out by the staff assigned to the EDU.

Provides direction and implementation of eDiscovery program operation and coordination with specialists performing essential litigation support (LS) tasks associated with day-to-day operations.

Oversees and/or manages operation of the USAO-DC's LS systems, which includes overseeing a wide range of the IT support technology required to meet USAO-DC's information needs utilizing network hardware and software capabilities, including specialty LS software.

Acts as an eDiscovery subject matter expert for office.

This includes promoting, training, and educating the office on eDiscovery tools including Everlaw, Relativity and Beyond Compare; and providing oversight to the EDU to ensure that the team of specialists are following best practices, standard operating procedures, and ensuring practice/deliverable defensibility.

Responsibilities will increase and assignments will become more complex as your training and experience progress.
