Job Description

Summary

This job involves managing budgets for a naval communications station in Naples, including creating budget plans, tracking spending, preparing financial reports, and briefing leaders on money matters.

Full Job Description

You will serve as a Senior Financial Management Analyst in the Financial Management Office of NAVAL COMP TELCOM STATION NAPLES, This position is a DoD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 U.S.C.

1599f. Applicant must have directly applicable experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position.

Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies or knowledge, skills and abilities necessary to successfully perform the duties of the position.

Such experience is typically in or directly related to the work of the position to be filled.

Qualifying experience would be demonstrated by: Developing and formulating budget requests for programs, AND Analyzing and monitoring expenditure funds in an approved budget, AND Preparing, analyzing and submitting a variety of financial and/or budgetary reports that may include but not be limited to: Certified Obligations, Program Objective Requirements Deliverables, Execution Reports and Spend Plans, AND Briefing senior leadership, both orally and in writing about financial and/or budgetary reports.

This position is within the Work Category Non-Cyber Primary Role Series and Grade GG-12. This position is in the excepted service and does not confer competitive status.

Major Duties:

  • You will be responsible for budget formulation and execution, acquisition, labor tracking and reporting and supply management.
  • You will perform or advise on work in any of the phases and systems of budget administration.
  • You will be concerned with the performance of functions such as: formulation of budget and estimates to support activities, presenting and defending budget estimates; review and evaluate budget requests; and reporting obligations and expenditures.
  • You will ensure the financial integrity, timeliness, accuracy, and validity for supporting managerial accounting, budget execution, and financial management reports.
  • You will analyze and recommend costs and benefits of alternative methods of financial management of organization's programs and administrative operations.
  • You will implement legal and regulatory controls over approved budgets.
  • You will provide advice on effective and efficient methods for the acquisition and use of funds to support the organization's programs and activities.
  • You will direct supervisory, technical, and administrative oversight and instruction over the Direct Local National.
  • You will plan work, set priorities and schedule work as necessary to assure effective and expeditious accomplishment of priority without adverse effect on regular and recurring work.
  • You will assign work to subordinates based on their capabilities, workload, priorities, and assignment difficulty.
  • You will develop performance standards and evaluates performance of non-supervisory employees.
