Full Job Description

You will serve as a FINANCIAL MANAGEMENT ANALYST in the COMPTROLLER GROUP, ACCOUNTING DEPARTMENT, ACCOUNTING OPERATIONS DIVISION of NAVAIRWARCENAC DIV.

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector.

Specialized experience must demonstrate the following: 1) Ability to clearly and concisely communicate accounting policies and procedures in writing including but not limited to Standard Operating Procedures and Desk Guides; 2) Utilizing financial systems to extract data and research contract obligation related transactions (e.g.

Navy ERP, Microsoft Office Suite, Procurement Integrated Enterprise Environment (PIEE)); 3) Ability to identify, analyze, diagnose, and make recommendations to resolve complex financial issues based on policy and standard operating procedures; and 4) Researching and interpreting regulations to answer questions from stakeholders regarding commitments and obligations.

  • You will formulate budgets and estimates to support plans, programs, and activities, and present and defend budget estimates before authorities.
  • You will review and evaluate budget requests, control, and reports of obligations and expenditures.
  • You will develop, determine, and interpret budgetary policies and practices.
  • You will analyze and recommend cost and benefits of alternative methods of financial management of the organization’s programs and administrative operations.
  • You will implement legal and regulatory controls over approved budgets.
  • You will provide advice on effective and efficient methods for the acquisition and use of funds to support the organization’s programs and activities.
