The primary purpose of this position is to serve in the Special Security Office (SSO) as the Security and Information Specialist overseeing security protocols, SCIF facilities, personnel security, and information security programs.

This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS).

The GG-13 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-13 level.

The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position.

Examples of creditable experience include: knowledge of a wide range of advanced concepts, principles and practices in security administration and intelligence, and skill in applying this knowledge to difficult and complex work assignments, and to guide the work of other specialists or comprehensive, intensive, practical knowledge of a wide range of advanced concepts, principles, criteria, requirements, technology, and practices involved in security.

Knowledge of advanced analytical techniques/principles.

Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1.

Knowledge of a wide range of advanced concepts, principles, criteria, requirements, technology, and practices involved in security. 2.

Knowledge of security program interrelationships to coordinate the objectives and plans of two or more specialized programs to support and promote information sharing and strategies. 3.

Skill to interpret a variety security program laws, directives, regulations, and guidance to assist subordinate organizations in establishing and operating internal security programs. 4.

Skill in the use of analytical principles, practices, and techniques to review, evaluate, and apply several alternatives according to the security requirements for highly specific situations, availability of materials, relationships with other protective programs, and cost/benefit considerations.

5. Ability to communicate effectively, both orally and in writing. 6.

Ability to manage small staff and carry out all phases of personnel management responsibilities; ability to interpret a variety of Joint Worldwide Communications Systems (JWICS) program laws, directives, regulations, and guidance to assist subordinate organizations in establishing and operating the top-secret communication system.

CONDITIONS OF EMPLOYMENT CONTINUED: Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position.

A non-disclosure agreement must be signed.

Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program.

Employee must pass initial and periodic short notice drug testing.

Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.

Department of Defense Security Fundamentals Professional Certification (SFPC) conferral is required within 2 years of the established employee EOD or initial assignment date to this position in accordance with DOD 3305.13-M, DoD Security Accreditation and Certification and AFI 36-2645, Security Professional Certification and Development.

The listed certification requirements may not be deleted or modified without the written approval of the AF Security Functional Authority (SAF/AA) or their delegated security career field representative.

Mission Essential: This is a Mission-Essential position performing a Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions.

Ref: AFI36-129, dated 17 May 2019. Emergency Essential: This position is emergency essential.

In the event of a crisis situation, the incumbent, or designated alternate, must continue to perform the Emergency-Essential duties until relieved by proper authority.

The incumbent or the designated alternate may be required to take part in readiness exercises.

This position cannot be vacated during a national emergency or mobilization without seriously impairing the capability of the organization to function effectively.

This meets the criteria of an Emergency-Essential position and requires that the incumbent, or the designated alternate, be removed from any military recall status.

Employee must sign DD Form 2365 as a condition of employment. Ref: AFI36-129, dated 17 May 2019. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.

You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).

Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience. Major Duties:

- As Chief, SSO, supervises 11 authorized enlisted Air Force personnel and oversee 4 contract personnel in providing support to 7AF units, DIA, NSA, PACAF, ROF, and other agencies.

Manages the physical security requirements for multiple Sensitive Compartmented Information Facility (SCIFs).

- Conducts vigorous personnel, physical information, industrial, and top secret classified information systems security programs to protect SCI and other classified information.

Reviews personnel clearance procedures to ensure national security standards are met. - Effectively liaises with various personnel of all ranks in accomplishing the SSO mission.

Establishes rapport and maintains relationships with US and ROK personnel to ensure security measures are implemented that provide maximum protection of US classified information.

- Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management.

- Plans, program, and manages manpower and fiscal resources for the SSO. Ensures proper manpower strength, correct AFSCs, and distribution of taskings.

Develops and submits Financial Plans, Unfunded Requirements, Budgets, Spend Plans, funding lines to PACAF to support all assigned personnel and associated expenses (TDYs, computer upgrades, training, supplies, maintenance, etc.).

Oversees the management and administration 7 AF Joint Worldwide Intelligence Communications System (JWICS)related architecture, procedures, policies, and customer-focused business solutions.
