Job Description

Summary

This job involves managing IT cybersecurity policies and planning for the Military Sealift Command, focusing on training programs, system maintenance, budgeting, and ensuring efficient operations for communication networks.

I have one year of information technology related experience in the federal service or private or public sector demonstrating the following four competencies, as defined: 1.

Attention to Detail - Is thorough when performing work and conscientious about attending to detail.

IT-related experience demonstrating this competency include: overseeing the implementation of programming specifications by monitoring program design, coding and debugging performed by contractors. 2.

Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.

IT-related experience demonstrating this competency include: determining customer requirements and assisting customers by recognizing and analyzing trends by providing instruction and orientation. 3.

Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example,technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.

IT-related experience demonstrating this competency include: contacting customers at the Help Desk Level that may include those who are skeptical or uncooperative, skilled in communication to relay instructions and represent the team in meetings within the organization.

4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

IT-related experience demonstrating this competency include: analyzing the types, frequency and solutions necessary to correct problems and improve help desk operational procedures.

(GS-12) In addition to my experience demonstrating the four competencies above, I have one year of specialized experience equivalent to the next lower grade level (GS-11) or pay band in the federal service or equivalent experience in the private or public sector: Resume must demonstrate the following specialized experience: Experience creating and maintaining curriculum materials, documentation and guides for internal/external operational maintenance of all systems as presented by the government training institutes and process financial requirements.

Experience assisting N6 and contractors to ensure operational systems are maintained at peak efficiency and technical training is provided to maintain required qualifications.

Experience providing status reports to address deficiencies in communications networks and overall system operational efficiency.

Experience oversee and implement IT Program Resource procurement and contract policies, procedures, requirements, project life-cycle analysis and reporting.

Experience assisting in the IT Program Resource Process and development/execution of annual budgets, IO program reviews, and Program Objective Memorandum (POM) inputs for MSC's Communication Workforce Mobile Training Team.

Experience applying methods for sharing resource management information using IT assets sufficient to develop Knowledge Management program plans, policies and standards for the CIVMAR C4 Mobile Training Team (MTT) Support Team and workforce.

Experience supporting, coordinating, planning, managing and executing internal and external training plans and schedules for N6 and the CIVMAR workforce.

Experience providing technical oversight and expertise for networks, C4I systems, radio telecommunications and cyber security training, monitoring and documentation to users and operators, ensuring smooth technological operations and user proficiency.

Experience performing quality assurance, periodic review and quality control measures for all training documents to ensure accuracy Experience providing technical support for networks, C4 systems, cyber monitoring and training, documentation to users, ensuring smooth technology operations and user proficiency.

Experience creating and maintaining curriculum materials, including documentation and guides for internal/external operational maintenance of all systems as presented by training institutes and process financial requirement.

Experience assessing communications and network training needs, and initiatives training tailored to operational programs/systems.

The incumbent will be responsible for processing, analyzing, developing, implementing, and evaluating internal operational readiness for training.

  • • You will manage the Communications CIVMAR Mobile Training team to support MSC’s workforce development.
  • • You will be responsible for processing, analyzing, developing, implementing, and evaluating internal operational readiness compliance through training of CIVMAR C4 workforce programs at MSC MTT N6.
  • • You will organize internal/external training events with external training providers, including Navy/DoD or commercial industry providers for contractors and the CIVMAR workforce.
  • • You will conduct communications/network assessments and gap analysis, develop corrective action plans and implement identified solutions utilizing current operational resources.
  • • You will develop a training strategy to provide C4I systems expertise using both local classroom and onboard training methods for the CIVMAR workforce.
  • • You will assist in the oversite of contractors internally and externally responsible for providing technical training to the CIVMAR C4 workforce.
  • • You will provide technical expertise and recommendations to contractors internally and externally responsible for providing C4I training and curriculum development to the CIVMAR workforce.
