Full Job Description

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Domestic Defense Industrial Base (DIB) Facilities and the Major Range and Test Facilities Base (MRTFB) in the Department of Defense to recruit and appoint qualified candidates to positions in the competitive service.

About the Position: Incumbent(s) will serve as a Security Specialist GS-0080-09 for the Directorate of Installation Services, Emergency Management Division, Security Operations Branch.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social).

You will receive credit for all qualifying experience, including volunteer experience.

Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application.

Specialized Experience: One year of specialized experience which includes: 1) Processing personnel security actions in accordance with regulations, such as assisting with background investigations or preparing clearance packages for review; 2) Applying physical security measures to support programs like installation access or key control; AND 3) Drafting security-related reports or correspondence.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-07).

OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D.

in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.

OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.

To compute the percentage of the requirements, divide your total months of experience by 12.

Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. Major Duties:

  • Lead capacity for overseeing the daily operations of the Mail room and Pass and ID Office.
  • Perform the functions of the Postal Finance Officer and Mail room manager, while running audits and reports.
  • Work under the supervision of Physical Security (PS) Program Manager to obtain and maintain PS inspector credentials as installation's Alternate PS.
  • Develop and manage security policies and procedures to ensure compliance with installation access control requirements.
  • Assist in administering the key and lock control program to ensure the security and integrity of installation facilities.
  • Participate as member of the Emergency Operations Center Crises Action Team or Continuity of Operations team.
