Comprehensive knowledge of laws, regulations, policies, issues relating to financial resource management.
Knowledge of, and skill in applying, advanced human financial resource principles, concepts and practices to serve as the HQ USAF focal point for policy and technical guidance on implementing and administering travel and transportation policy, civilian overseas allowances, civilian relocation, civilian injury and unemployment compensation and mass transportation benefits.
Skill in maintaining AF-wide policy for a wide range of programs that is responsive to changes in mission and business practices.
Ability to identify and propose solutions to HRM problems and issues that are broad, important and severe and for which previous studies and established techniques are frequently inadequate.
Ability to advise MAJCOMs, servicing personnel center and installation-level personnel on the accepted principles and rules of judgement in analyzing contentious and complex programmatic changes FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Applicants must have served at least 52 weeks at the GS-13 or higher grade (or equivalent in an alternate pay system) within the Federal Civil Service to be considered for referral.
TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1.
Knowledge of the laws, regulations, principles and practices governing travel, transportation, civilian overseas allowances and civilian relocation. 2.
Knowledge of mass transportation benefits and civilian injury and unemployment compensation concepts and policies and their relationship to the budget process and information systems. 3.
Knowledge of the budget process and civilian career programs as it relates to civilian relocation. 4.
Skill and ability in analyzing issues and formulating solutions to Human Relations Management (HRM) problems. 5.
Skill and ability in written and oral communication to advise MAJCOMs, personnel center and installation-level personnel. Major Duties:
DUTY 1: Performs career broadener assignments in planning and executing resource management.
Develops and implements policies, programs and procedures for Air Force programs (travel and transportation, civilian overseas allowances, civilian relocation, civilian injury and unemployment compensation program element submission and mass transportation benefits).
Develops and issues policies, instructions and manuals for Air Force travel and transportation allowances, civilian overseas allowances, civilian relocation, civilian injury and unemployment compensation and mass transportation benefits.
Consults with major command (MAJCOM), combatant command (COCOM), civilian personnel servicing centers and field activities as appropriate.
Coordinates with national headquarters of those federal labor organizations having national consultation rights.
DUTY 2: Provides authoritative technical assistance to field activities and other Air Staff functions.
Responds to requests for decisions and guidance from MAJCOMs and HQ USAF staff activities including clarification/interpretation of policies and procedures, regulatory compliance actions, final qualifications determinations, coordination of program action directives and other staff actions in program areas.
Provides advice and guidance to senior functional officials on Air Force policy/programmatic issues and problems for travel and transportation, civilian relocation, civilian injury and unemployment compensation program element submissions and mass transportation benefits program.
DUTY 3: Evaluates the effectiveness of various programs (travel and transportation, civilian overseas allowance, civilian relocation, civilian injury and unemployment compensation program element submissions and mass transportation benefits) in meeting legal and regulatory requirements and serves as a representative to a wide variety of internal and external officials.
Reviews and analyzes program budgetary data, personnel management evaluations, congressional inquiries, OPM and GAO reports and feedback from field activities.
Determines trends; formulates and implements plans for correcting problems. Determines means for quantitatively assessing program effectiveness.
Establishes, develops and maintains contact with officials from OPM, GAO, OSD, other DoD components, other federal agencies, other Air Staff organizations, MAJCOMs and COCOMs DUTY 4: Conducts Department of the Air Force-wide civilian personnel management and Full-Time Equivalent (FTE) execution analysis and assists with enterprise cross-functional working groups in civilian pay management.
Leads AF/A1C Human Resources data analytics efforts involving collection and analysis of Department of the Air Force Human Resources and Career Field Management data in support of development and revision to the Human Capital Operating Plan (HCOP) and general management of civilian human resources programs.
