The United States Space Force (USSF) at the Pentagon is searching for a Deputy Division Chief, USSF Resource Integration (NH-0343-04, GS-14/15 Equivalent).
Description: The Chief Strategy and Resources Office (CSRO: HQSF/S5/8), specifically the Plans and Programs Directorate, is responsible for developing the future years resource plan and budget request for all research, development, test, and evaluation; procurement; manpower; MILCON; and operations and sustainment funding.
Additionally, the CSRO engages with the Office of the Secretary of Defense (OSD), Legislative Liaisons, USSF Field Commands, and the Office of Manpower and Budget to outline and execute the USSF's investment priorities and requests on behalf the Secretary of the Air Force and Chief of Space Operations.
In coordination with the S8PE Resource Integration Division Chief, this position as the Deputy Division Chief leads the team to analyze, develop, and integrate the Space Force Program Objective Memorandum (POM) across the Future Year's Defense Program (FYDP).
The candidate leads a team to program and integrate resources with supporting data while also ensuring the Service investments appropriately account for current requirements, joint mission needs, and future warfighting capabilities.
This position will work closely with the Space Force and Air Force Planning, Programming, and Financial Management Divisions to execute the corporate structure for budget process and implications; and communicates across staffs, field commands, and direct reporting units to ensure prompt and effective decision-making process in support of senior leadership.
The candidate will lead the Resource Integration team and be the Subject Matter Expert to produce and build support programming data during POM development, approval, and defense during OSD Program and Budget Review for CSRO, USSF, and DAF leadership.
Ideal Candidate: Background working in DoD operations, planning, acquisitions, budget, and/or staff with preference in space experience.
Extensive experience working DoD Planning, Program, Budgeting, and Execution (PPBE) process is required.
The ideal candidate will also have previous experience with PPBE process to include strategic vision and planning, thinking critically about operational risk, capability development, long-range planning and forecasting, and overall force readiness.
Possess effective oral and written communication skills when presenting technical budget and program information to mid- and senior-level leadership.
Master's degree with ability to strategically plan, process, program, integrate and balance Space Force budget across the Future Year's Defense Program (FYDP), build talking points or message, and present Space Force resource position in support of senior leadership.
Knowledge of Microsoft PowerPoint, Excel, planning, analysis, database, or similar software tools or applications is preferred.
Leadership and management skills to supervise, develop and establish office processes, plans, and tasks. Key Skills and Abilities: 1.
Mastery, knowledge and skill in DoD, Joint, Department of the Air Force and Space Force management, planning, engineering, and budget principles.
Understand and apply concepts, methodologies, and appropriate financial management and manpower directives, concepts, procedures, guidance, and policy. 2.
Extensive knowledge of military service program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of budget and planning actions as related to actual events.
3. Knowledge of the relationship of the various Space Force entities involved in overall planning and execution of military operations and evaluations, and the way the PPBE supports them. 4.
Knowledge of Space Force entities and organizations. 5.
Ability to gather, assemble and analyze facts, draw conclusions, conduct analysis, devise recommended solutions, and package the entire process in briefings, papers or reports suitable for top management use and decision-making.
6. Ability to communicate effectively both orally and in writing; negotiate complex issues; and maintain good working relations.
