Job Description

Summary

This job involves managing human resources for Foreign Service employees in the Department of State, focusing on assignments, staffing, career development, and providing advice on policies to bureaus dealing with arms control and international security.

It requires overseeing programs, monitoring staffing levels, and recommending improvements to leadership.

Full Job Description

This position is located in the Human Resources Division, Office of the Executive Director, Under Secretary of Arms Control and International Security (T/EX-HR). The Division provides HR services, i.e.

recruiting/ staffing, position management, classification, employee development, performance management, benefits administration, employee labor relations, work life programs, and a wide range of consultative, program and operational and policy advice to four of the five “T” bureaus.

Applicants must meet all the required qualification requirements described below by the closing date of this announcement.

NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.

Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.

Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.

Qualifying specialized experience must demonstrate the following: Experience applying Foreign Service personnel regulations and policies, including the Foreign Service Act and Foreign Affairs Manual (FAM) provisions, to process assignment actions, career development requirements, and personnel transactions for Foreign Service employees.

Experience managing Foreign Service assignment processes including bidding cycles, worldwide assignments, directed assignments, curtailments, and coordination with overseas posts and domestic bureaus on tour of duty determinations and position management.

Experience providing advisory services on Foreign Service-specific human resources policies and procedures to employees, supervisors, and management officials regarding assignments, evaluations, promotions, tenure, and career progression.

To be considered well-qualified, in addition to meeting minimum qualifications, candidates must demonstrate proficiency in some, but not all of the major aspects of the position.

There is no substitute of education for specialized experience for the GS-13 position. Major Duties:

  • Oversees work related to the management and administration of the Foreign Service (FS) program for each of the four serviced T bureaus.
  • Monitors FS employment and position ceilings, assesses staffing needs and makes recommendations on adjustments.
  • Provides recommendations to senior leadership on strategies to enhance the effectiveness of FS staffing programs
  • Represents T bureaus and EX-HR in working groups and other forums and advocates for T bureau requirements.
