Location: Everett, WA.
– Region 3. (Region Map). This position will be a mix of telework and in-office, based on business needs. This position will be based at the Everett Regional Office. Travel is expected to all field offices in the region as needed. There will be some variation in work hours due to business needs, travel to attend trainings and meetings in other locations, with occasional travel across the state.

The Opportunity:The Records and Discovery Manager is responsible for the oversight of records management, retention, and dependency discovery in the region. This position serves as the lead position responsible for overseeing the region's responsibilities to protect and safeguard records and provide complete copies of the records in dependency discovery. The Dependency Discovery Unit is the sole section that receives and responds to dependency discovery requests within Region 3. This unit provides guidance, training, and consultation to regional-level leadership of child welfare within DCYF regarding the law, court rules, and other requirements on producing records for dependency discovery. This position has delegated authority to act on behalf of the Regional Administrator at meetings as delegated and reports directly to the Area Administrator. This position may also serve as the appeals officer for all appeals of decisions made during the processing of records requests. This position will provide quality assurance functions and assist in training development and implementation. The Records and Discovery Manager has the responsibility to ensure compliance with many state statutes related to the Public Records Act and is responsible for the highest profile and complex discoveries.
Some of what you will get to do:- Supervise and manage the Forms and Records Supervisors within the Regional Dependency Discovery Unit.
- Manage and provide reliable and professionally sound direction to the units.
- Ensure the processes used to process discovery requests meet the timeliness and thoroughness required by Civil Rule, WAC, and RCW, and ensure internal consistency in regional redaction process.
- Develop goals with each employee, providing them with annual feedback through the performance evaluation process.
- Provide ongoing mentoring, training, and support to new members of the section.
- Lead in the areas of records management and dependency discovery for DCYF Child Welfare Region 3.
- Serve as the primary point of contact for regional staff, Administrative Services, IT, and the local Office of the Attorney General for records management and discovery.
- Provide consultation and region-wide training to support practice and implementation related to discovery quality assurance measures.
- Provide direct consultation on discovery, Famlink, ARRTS/Opexus, Adobe Pro, AX, and ACT to management staff in DCYF Region 3.
- Monitor implementation and practice related to program policies and procedures.
- Track and analyze data, identify trends, and make recommendations and proposals.
- Ensure staff are trained on records management, proper records storage, and retention requirements.
- Develop efficient systems for requesting, creating, and storing records.
- Provide technical assistance and training to office managers, administrative units, and forms and records analysts on discovery, disclosure, and records management.
- Represent the region in statewide meetings and workgroups to ensure consistent records management, documentation, and discovery practice.
- Develop, modify, and review responses to regional quality assurance audits specific to discovery.
What we are looking for (Required Qualifications):Equivalent education and experience totaling six years as a Supervisor or Manager,
AND three of those six years must be years of experience in Records Management, Dependency Discovery, or Public Disclosure.
ORBachelor’s degree in business administration, public administration, law, public health, health administration, social services, human services, behavioral sciences, criminal law/justice, or a related field,
AND five years of demonstrated experience in two or more of the following areas: conducting research; analyzing policies, laws, rules, or regulations; conducting business analysis and developing requirements; leading business projects; managing business operations; business policy development; records management, dependency discovery, or public disclosure.
AND- The ability to take action to learn and grow.
- The ability to take action to meet the needs of others.
Note: Demonstrated experience
must include supervisor experience.
In addition to those required qualifications, our ideal applicant will also have some or all of the following:- Previous work experience and demonstrated knowledge of Washington statutory and administrative law and federal law, as they relate to the discovery of records.
- Previous work experience and knowledge/familiarity with public child welfare.
- Previous working knowledge of DCYF programs, services, and records.
- Previous work experience and knowledge/familiarity with the production of Electronically Stored Information.
- Knowledge and experience complying with federal and state laws and requirements for dependency, privacy, and confidentiality.
- Demonstrated leadership experience, with the ability to apply existing tools and skill sets in new, unknown areas of expertise.
- Demonstrated experience successfully managing multiple projects and competing priorities.
- Experience planning, directing, implementing, and overseeing the activities of others to achieve program goals.
- Excellent oral and written communication skills, with the ability to adapt communications appropriately to the audience.
- Ability to synthesize complex information using effective communication tools and strong technical, written, visualization, and conceptualization skills.
- Comfort with technology and ability to learn and proficiently use computer equipment, general office software, and specialized software to perform routine duties.
