About the Position: The installation rests in the beautiful 'hill and lake' country of Central Texas between Killeen and Copperas Cove and is approximately 60 miles north of the capital city of Austin, 50 miles south of Waco, 160 miles south of Dallas, and 150 miles north of San Antonio.

Specialized Experience: One year of specialized experience which includes ensuring the propriety of actions and the accuracy of supporting documentation, researching real estate transactions to ensure proposed actions are within the laws, managing a wide variety of real property and real estate actions, such as acquisitions.

This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

OR Education: Ph.D or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Administration, Marketing, Property Management and Real Estate, Urban and Regional Development, Housing Management, etc.

OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.

To compute the percentage of the requirements, divide your total months of experience by 12.

Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).

Major Duties:

  • Plans and executes, or directs the planning and execution of, a wide variety of real property and real estate actions, such as acquisitions, out-grants, and utilization and disposition actions.
  • Maintains real property records (acquisition, disposal, physical inventory, and other supporting documents) in the General Fund Enterprise Business Systems (GFEBS) database.
  • Ensures that real property and real estate actions are in compliance with numerous controls.
  • Prepares documentation for disposal actions and ensures the preparation of, appropriate documents, such as Environmental Impact Assessment/Statement, Record of Determination, National Environmental Policy Act, etc.
  • Performs all aspects of real property and real estate acquisition, these generally involve one or more of the following: construction, purchase, easements, license, lease holding, and transfer between federal agencies.
  • Performs designated aspects of real property accounting, to include review of pertinent contracts, engineering drawings, and site inspection of new construction.
  • Advises military customers and installation officials on such matters as availability, design, capacity, renovation plans, special uses, etc., and provides advice and assistance to other DPW personnel and military units.
