About the Position: Serves as a Realty Specialist responsible for analyzing and evaluating the real estate program for Fort Bliss, requiring knowledge of federal real estate principles, practices and regulations; types and conditions of ownership or lease holdings; various state's real estate market values, improvements, laws and legal procedures, and documents involved in the acquisition, disposal and management of property.

GS-11 Specialized Experience: One year of specialized experience which includes 1) maintaining real property inventory records utilizing a database system, 2) preparing required documentation for real property actions; AND 3) evaluating real property processes to ensure regulatory compliance.

This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

OR Education: PhD or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M.

[remove LL.M., if unrelated] in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Real Estate, Business Administration, or a related discipline.

OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.

To compute the percentage of the requirements, divide your total months of experience by 12.

Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

GS-11 Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-GS-09).

GS-12 Specialized Experience: One year of specialized experience which includes 1) utilizing an automated system to maintain real property activity such as recording, updating, and ensuring accuracy, 2) conducting on-site real property surveys to ensure proper utilization, 3) coordinating with stakeholders to facilitate projects through to completion, AND 4) preparing justification documents for real property actions such as demolition, transfer, or sale.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

Some federal jobs allow you to substitute your education for the required experience in order to qualify.

For this job at the GS-12 level, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

GS-12 Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-GS-11).

Major Duties:

  • Conduct studies of land and/or facilities to determine availability to accommodate organizational requirements.
  • Develop plans and implementation methods for real estate actions to support organizational directives.
  • Represent government interests on all real estate issues ensuring negotiation continuity.
  • Negotiate with special interest groups that are opposed to various missions and/or actions of the organization.
  • Execute lease and/or license agreements on the installation in accordance with current regulations.
  • Research records, plans, court files, and other materials to determine ownership of disputed land.
  • Ensure accurate input and maintenance of real estate records utilizing an automated system such as General Fund Enterprise Business System (GFEBS).
  • Compose reports on real property availability, information and disposal for management planning.
