Full Job Description

As a Lead Realty Specialist within the Real Estate Branch, Facilities and Real Estate Division, Office of Strategic Infrastructure, NASA Headquarters, you will serve as the Real Estate Instrument Lead for out-grant actions.

You will be responsible for providing functional leadership for all Agency real estate instruments and oversight on the development of agreements and related policies to leverage NASA real estate in support of Agency goals.

Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.

To qualify for GS-15, you must have one year of directly related specialized experience equivalent to the GS-14 level: Developing and executing real estate out-grant instruments, including leases or agreements, in accordance with Federal real property regulations and agency policy; Applying Federal real property management laws, regulations, and policies to oversee real estate instrument development and ensure regulatory compliance; Leading real estate programs through training delivery, policy development, and oversight of a portfolio of real estate instruments.

  • Serves as the Real Estate Instrument Lead overseeing execution of real estate instruments in compliance with Federal laws and NASA policy.
  • Leads Agency out-leasing activities, tracking instrument actions and coordinating execution with Realty Specialists.
  • Coordinates out-granting actions with Agency and Center stakeholders to support timely instrument development.
  • Collaborates with Enhanced Use Lease (EUL) and National Historic Preservation Act (NHPA) Program Managers on applicable real estate instruments.
  • Maintains Agency out-grant guidance, tools, and training materials to ensure standardization across the real estate community.
  • Monitors real estate instrument actions to ensure compliance with Federal law and NASA policy requirements.
  • Develops and updates policies governing real estate instrument development and processing.
  • Provides leadership support through mentoring personnel, contributing to performance input, and supporting Branch communications.
