Primary Purpose: To serve as a real estate advisor in support of Air Force worldwide real estate assets with responsibility for acquisition, disposal, and/or management of real property assets, and in the investigation and resolution of the most complex and involved problems having exceptional economic, social, or political impact upon the community or environment.
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-02, equivalent to the next lower grade GS-11 or equivalent in other pay systems.
Specialized experience includes serving as a real estate advisor in support of worldwide real estate assets with responsibility for acquisition, disposal, and/or management of real property assets, and in the investigation and resolution of the most complex and involved problems having exceptional economic, social, or political impact upon the community or environment.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1.
Ability to accomplish and/or review extremely complex real estate transactions which involve direct consultations and negotiations with Federal agencies, State governments, local community, officials, airport authorities, and landowners in matters associated with the acquisition, management and disposal of Air Force real estate assets.
2.
Skill in evaluating need for supporting environmental and legal documents to support real estate transactions, obtaining and reviewing documents, and assembling the real estate package for required approval.
3. Knowledge of Federal, State, DOD, and Air Force laws, regulations, principles, policies, and practices of real estate programs. 4.
Skill in analyzing and interpreting a wide variety of issues and recommending practical solutions to problems. 5.
Ability to teach advanced Air Force real estate practices and procedures both in an informal and formal environment to include video teaching from the Air Force institute of Technology. 6.
Advanced skills in the areas of oral and written communications and interpersonal relationships. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.
You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).
Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.
You will receive credit for all qualifying experience, including volunteer experience. Major Duties:
1. Manages the workload of assigned Air Force MAJCOMs to insure that suspenses are met and real estate actions are completed on time. 2.
Provides assistance to MAJCOMS and subordinate Air Force installations in real estate policies and procedures and in the interpretation of all aspects of real estate activities promulgated by Public Law, Office of Management and Budget Circulars, Department of Defense Directives, Secretary of the Air Force Orders, and Air Force Instructions.
3. Responsible for the preparation of real estate transactions which consist of environmental and real estate documents. 4.
Develops, evaluates real estate actions and issues, and executes programs for the disposal of Air Force land and facilities within area of responsibility working with and providing advice to MAJCOMs.
5. Is a principal consultant on how real estate issues will impact privatization efforts for their assigned MAJCOMs.
