The incumbent will be responsible for managing IT programs within the portfolio, including data management and support services that go along with the related information systems.
You may qualify at the GS-13, if you fulfill the following qualifications: A.
One year of specialized experience equivalent to the12 grade level in the Federal service: Knowledge of program and financial management policies to support the implementation of assigned IT programs and their goals.
Experience in the planning and execution of multiple projects, including developing project plans, tracking performance metrics, and providing status updates.
Ability to analyze program requirements, identify risks, and develop recommendations to mitigate impacts on cost, schedule, and performance under supervision.
Experience researching and analyzing data to support the development of business cases for IT projects and to maintain knowledge of relevant technology and trends.
You may qualify at the GS-14, if you fulfill the following qualifications: A.
One year of specialized experience equivalent to the 13 grade level in the Federal service: Expert knowledge of Department of Defense (DoD) policies and procedures for program management, financial management, and investment management to ensure the successful implementation of program goals.
Experience managing the full lifecycle of complex Information Technology (IT) portfolios, including developing long-range work plans, formulating acquisition strategies, and overseeing program execution from inception to retirement.
Demonstrated ability to engage with and advise high-level stakeholders, such as senior executives and military officials, to develop program objectives, build consensus, and influence strategic decisions.
Experience applying expert knowledge of business systems requirements and acquisition processes to provide analysis, prepare position papers, and support the formulation of high-level programs and policies.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).

As a PROGRAM MANAGER at the GS-0340-13/14 some of your typical work assignments may include: Manages the overall planning, execution, and timely delivery of multiple, integrated IT projects, overseeing the entire systems lifecycle from solution development and design through operations and sustainment.
Directs IT portfolio management activities, including assessing program health, prioritizing projects based on business value, tracking performance metrics, and developing business cases for new IT initiatives.
Formulates and executes acquisition and financial management strategies, including developing multi-year budget plans, managing allotted funds, monitoring costs, and tracking Program Objective Memorandum (POM) inputs.
Develops and implements comprehensive stakeholder management plans to effectively engage with a diverse user community, including all military services, combatant commanders, and the Joint Staff.
Establishes and oversees integrated management processes for program requirements, risk, and change control to mitigate impacts to cost, schedule, and performance.
Exercises broad Enterprise leadership by interfacing with senior program sponsors and enterprise-level planners to ensure program efforts align with critical agency priorities and strategic objectives
