Summary

This job involves managing construction and facilities projects for U.S.

Full Job Description

Organizational Location: This position is with the Department of Homeland Security, within U.S.

Customs and Border Protection, Office of Facilities and Asset Management, 2 vacancies in the following locations: Aliso Viejo, CA Euless, TX Indianapolis, IN Washington, DC Experience GS-13: You qualify for the GS-13 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Providing administrative support related to construction and other facilities-related projects.

Assisting in guiding new construction facility requirements, including space design, space construction, furniture, and Information Technology equipment, through the initial planning, funding and scope development stages.

Serving as the Contracting Officer's Representative (COR) II on multiple construction projects. Reviewing reports, and special studies and recommending courses of action to senior project managers.

FAC-COR Certification: Incumbent will need to obtain at least a FAC-COR Level II certification in their first year and will become a FAC-COR Level III after two years of being FAC-COR Level II and completing the required training for certification.

As an essential, innovative partner in the execution of CBP's mission, OFAM delivers comprehensive facility, infrastructure, asset, commodity, and compliance solutions to enable CBP operations.

Major duties for this position include: Spearheading the overall planning, direction, and timely execution of programs in the Enterprise Facilities Services Program Management Branch, each of which supports customer needs and requirements, and oversees the development, assignment, and higher-level goals and objectives.

Overseeing execution of short and long-range planning activities, including multi-year organizational improvement work plans.

Serving as a subject matter expert on project management, responsible for the overall project management decisions concerning costs, scope, quality, scheduling, and various building systems, as well as adherence to applicable controlling guidance, regulations, and laws, in coordination with other supporting experts such as contracting and procurement specialists, attorneys, architects, real estate specialists, estimators, schedulers, and others whose contributions are necessary to provide program oversight and complete projects.

Providing guidance and support to key officials and CBP business partners, such as the Offices of Chief Counsel, Professional Responsibility, Training and Development, Laboratory and Scientific Services, in initiating program and procedural changes to avoid unfavorable trends in any aspect of operation and corrects situations or deviations from established plans.
