The Division of Professions and Occupations (DPO) provides consumer protection through its regulation of over 610,000 licensees, registrants, certificants, and permit holders within more than 55 professions, occupations, and business in the State of Colorado.
This work unit exists to ensure consumer protection through the regulation of licensees governed by the Department of Regulatory Agencies and the Division of Professions and Occupations.
Regulation includes ensuring those licensed and practicing under the assigned Boards and Programs must comply with minimal statutory standards and coordinating the disciplinary process to enforce the statutory requirements according to the Colorado Revised Statutes.
Both areas involve accomplishing the strategic measures of the Division, including improving customer service and managing fees, protecting consumers, and leading people, as well as the regulation of all those providing such services, ensuring that those providing the services comply with minimal statutory standards, and coordinating the disciplinary process to enforce the statutory requirements according to the Colorado Revised Statutes.
Position: SLA 9010
The Program Director position is responsible for all aspects of the overall management and supervision of the Boards and Program Areas, including policy development, enforcement, licensing/registration, administrative responsibilities, and all matters related to the efficient and effective conduct of the Boards and Programs, their meetings, and the issues that come before these bodies.
This position will also pursue these responsibilities with independent judgment and critical analysis to improve customer service, manage fees and expenses, protect consumers, and lead people in connection with the strategic goals of the Division.
Duties include, but are not limited to:
Reviewing proposed and existing rules, statutes, policies, and legislation related to the assigned boards and programs;
Determining licensure eligibility in complex cases, issuing orders, issuing directions, and subpoenas as necessary to accomplish these objectives;
Initiating investigations of licensees based on information that indicates immediate state intervention is necessary in the interest of public safety;
Communicating jurisdiction and decision-making authority to opposing parties in complaint litigation, legislature, media, etc;
Identifying the need for new or revised public protection/safety initiatives and new or revised methods to better accomplish current goals and objectives;
Directing the internal affairs of the program area by establishing work unit goals, objectives, plans, and designing individual position assignments.
MINIMUM QUALIFICATIONS (MQs):
There are two ways to qualify for this position: 1) Experience OR 2) A Combination of Education and Experience
Option 1: Experience
Nine (9) years of professional* experience working in the public sector performing the following:
Operational management and leadership: Ensuring compliance with policies, rules, and regulations by planning/developing and/or ensuring the follow-through of systems used within a work unit; AND/OR
Program management: developing program policies, managing resources, ensuring program compliance, monitoring and driving progress, reporting outcomes, and coordinating collaboration between multiple stakeholders.
Of the nine (9) years, three (3) years must include the following:
Formal** supervisory experience over professional-level staff, including reviewing and evaluating work produced by subordinates to provide feedback and coaching when appropriate.
Option 2: A Combination of Education AND Experience
Associate’s Degree and Experience: Graduation from an accredited college or university with an associate’s degree in business, business administration, communications, finance, public administration, or a field of study related to the work assignment; AND
Seven (7) years of professional* experience working in the public sector performing the following:
Operational management and leadership: Ensuring compliance with policies, rules, and regulations by planning/developing and/or ensuring the follow-through of systems used within a work unit; AND/OR
Program management: developing program policies, managing resources, ensuring program compliance, monitoring and driving progress, reporting outcomes, and coordinating collaboration between multiple stakeholders.
Of the seven (7) years, three (3) years must include the following:
Formal** supervisory experience over professional-level staff, including reviewing and evaluating work produced by subordinates to provide feedback and coaching when appropriate.
OR
Bachelor’s Degree and Experience: Graduation from an accredited college or university with a bachelor's degree in business, business administration, communications, finance, public administration, or a field of study related to the work assignment; AND
Five (5) years of professional* experience working in the public sector performing the following:
Operational management and leadership: Ensuring compliance with policies, rules, and regulations by planning/developing and/or ensuring the follow-through of systems used within a work unit; AND/OR
Program management: developing program policies, managing resources, ensuring program compliance, monitoring and driving progress, reporting outcomes, and coordinating collaboration between multiple stakeholders.
Of the five (5) years, three (3) years must include the following:
Formal** supervisory experience over professional-level staff, including reviewing and evaluating work produced by subordinates to provide feedback and coaching when appropriate.

SUBSTITUTIONS:
Partial credit toward the degree requirement will be given for completed college/university coursework that did not result in a degree.
A master's or doctorate degree from an accredited college or university in a field of study related to the work assignment will substitute for the bachelor's degree requirement.
*Professional work involves exercising discretion, analytical skill, judgment and personal accountability and responsibility for creating, developing, integrating, applying, and sharing an organized body of knowledge that characteristically is: uniquely acquired through an intense education or training regimen at a recognized college or university; equivalent to the curriculum requirements for a bachelor's or higher degree with major study in or pertinent to the specialized field; and continuously studied to explore, extend, and use additional discoveries, interpretations, and application and to improve data, materials, equipment, applications and methods.
**Formal supervisory experience requires accountability for the quality and quantity of work of at least 3 full-time employees of the organization; responsibility for making decisions that affect the pay, status, and/or tenure of subordinates; and authority in the hiring, performance planning and evaluation and progressive discipline processes.
Preferred Qualifications:
Process improvement and change management experience, including developing and implementing new processes, quality improvement processes, and cost-saving measures, including improving processes to minimize regulatory and/or compliance burdens;
Demonstrated experience working in a regulatory environment;
Demonstrated experience interacting with various stakeholders to provide guidance, recommendations, and resolve concerns among stakeholders;
Demonstrated experience in developing principles and processes for providing customer service, developing customer needs assessment through the use of data and reporting, meeting quality standards for services, and evaluating customer satisfaction;
Demonstrated program development experience, including experience developing and monitoring a budget, and experience establishing goals, objectives, procedures, and performance expectations;
Demonstrated knowledge of statutes, laws, and regulations for the Electrical and Plumbing Board;
Demonstrated experience with board and commission support.
