The primary purpose of this position is to manage the conduct of comprehensive manpower and organizational analyses of a wide diversity of organizations, functions, and work processes and provide innovative, expert management consultant capabilities to improve mission effectiveness, resource efficiency, and resource savings for an agency Direct Reporting Unit (DRU).

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems.

Examples of specialized experience include: provide strategic and technical guidance on the effective use of manpower programs; manage organizational design, requirements determination and management engineering programs; Perform analysis of workload requirement, data system management; assess manpower alignment; Conduct extensive analyses of manpower data and applicable directives, laws; analyze, coordinate, and modifies the organization Manpower Document; Evaluates manpower programs at the organization and develops/executes improvement plans; applying qualitative and quantitative methods for the assessment and improvement of critical organization management, planning, and measurement concepts; applying pertinent laws, regulations, policies, precedents, budget and mission priorities, which affect the manpower program; developing new or modified work methods, organizational structures, management processes.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible.

One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1.

Knowledge of DoD, Joint Service, and agency management engineering principles, concepts, and methodologies including; the manpower determinant development and requirements process, financial management directives, manpower and organizational concepts, procedures, guidance, and policy.

Knowledge of DoD Planning, Programming, Budgeting, and Execution process (PPBE; AF policies, procedures for developing the POM; Budget Estimate Submission (BES) and President's Budget (PB), organizational structures, and mission areas.

3. Skill in applying analytical and evaluative techniques to gather, assemble, analyze facts, identify changes and trends, draw conclusions, and devise innovative solutions to management problems. 4.

Skill in conducting reviews and analyzing and assessing manpower program operations to include identifying deficiencies; measuring compliance, consistency, and effectiveness; and making recommendations to enhance mission effectiveness.

5. Skill to communicate both orally and in writing and to establish and maintain effective/positive working relationships. 6.

Ability to plan and organize studies or projects and move members of diverse groups towards ownership of their study objective without imposing personal bias.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.

You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).

Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience. Major Duties:

Provides strategic and technical guidance as well as seasoned consultative management advisory services throughout the Direct Reporting Unit (DRU) on the effective use of manpower programs to support goals and objectives and produce results that accomplish agency and command missions.

Provides expert staff-level advice on a wide range of command program areas involving issues such as organizational analyses, application of standards, financial and statistical analyses, process improvement, Program Objective Memorandum (POM) development and execution, in-sourcing, military-civilian conversion actions, planned organizational HR capital reductions, base realignment and closure (BRAC) actions, etc.

Manages the command-level execution of organizational design, requirements determination and management engineering programs.

Develops detailed plans, goals, and objectives to align with DoD, AF, and MAJCOM strategic plans, goals, and objectives. Performs analysis of workload requirement, data system management.

Continuously assesses manpower alignment across the command to optimize mission health.

Surveils wing/installation manpower programs and operations to ensure they are consistent with legal and regulatory requirements across the command and meshes with other agency programs.

Evaluates a full range of manpower programs at command-level and wing/installation level and develops and executes improvement plans.

Reviews current/proposed DoD and AF directives and precedents for applicability to manpower functions across the command.
