Department of Public Works Operations Specialist – Resource Management Division
The Public Works Operations Specialist serves as the operational backbone of the Resource Management Division within the Department of Public Works.
This role ensures that the right materials, tools, equipment, and resources are in the right place at the right time—keeping projects moving, services uninterrupted, and customers supported.
Blending strategic scheduling with hands-on operational coordination, this position develops and manages detailed maintenance and project schedules, oversees procurement and inventory operations, and supports contract negotiations, vendor coordination, and ongoing vendor engagement.
Serving as a key liaison with Procurement and external partners, the Specialist assists with contract compliance, pricing analysis, quote preparation, and purchasing processes to ensure cost-effective and timely acquisition of goods and services.
The Specialist plays a critical role in managing Work Management and Asset Management Systems, tracking milestones, monitoring budgets, and proactively resolving scheduling or logistical challenges.
With a strong focus on inventory accuracy and operational readiness, this role oversees material forecasting, supply tracking, purchasing compliance, inventory audits, and resource allocation to ensure the Division can deliver reliable, high-quality public services.
Equally important, the Public Works Operations Specialist champions exceptional customer service by reviewing work orders for accuracy, ensuring proper billing for labor and materials, communicating project status updates clearly, and serving as a trusted liaison between Division Leadership, internal teams, vendors, and the public.
This position requires a detail-oriented professional who thrives in a fast-paced environment, uses data to drive decisions, anticipates operational needs, and continuously improves processes to enhance efficiency, fiscal responsibility, and service delivery.
Regular in-person presence is required as an essential job function.
Hiring Range: $66,000.00 - $72,000.00 annually
This position has an anticipated work schedule of Monday - Thursday, 6:30 am - 5:00 pm, subject to change.

Responsible for developing and overseeing detailed integrated project and maintenance schedules for an assigned Division of the Department of Public Works (DPW). Responsible for developing, planning, and scheduling project workflow and procurement; identifies required materials, tools, and equipment. Responsible for managing Work Management and Asset Management Systems for assigned Division. Oversees and tracks the status of projects and programs, ensures projects and programs meet scheduled milestones; communicates project and program status and deviations to Leadership. Performs administrative duties in support of the Division as needed. Employment is subject to the terms, conditions, and policies detailed in the Personnel Policies Manual (PPM). This position requires regular in-person presence as an essential job function.
Requirements
- Develops, oversees, and maintains daily, weekly, monthly, and annual program schedules for the assigned Division utilizing best practices.
- Identifies relationships, milestones, and constraints for projects, programs, and resources of various types.
- Responsible for developing, planning, and scheduling project and program workflow and procurement in collaboration with Division Leadership.
- Analyzes level of service and production data for assigned projects and programs; performs mathematical calculations to determine materials, tools, and human resource requirements to meet scheduled milestones.
Identifies required materials, tools, and equipment for projects; coordinates the ordering and procurement process in accordance with County policies and procedures; tracks the status of materials, tools, and equipment.
Coordinates and monitors logistical needs for assigned projects and programs, including materials, inventory, supplies, tools, and equipment, to ensure operational readiness and continuity of services.
- Monitors project-related expenditures and material costs to ensure alignment with approved budgets and reports variances to Division Leadership.
- Reviews work orders and customer service requests for accuracy; ensures all labor, parts, and materials have been invoiced prior to closing; closes work orders and customer service requests once complete.
- Responsible for overseeing and tracking the status of projects and programs; ensures projects and programs meet scheduled milestones. Communicates project and program status and schedules with Division Leadership and internal and external customers.
- Identifies, oversees, and communicates schedule deviations to Division Leadership. Evaluates schedule deviations and provides recommendations to ensure compliance with daily, weekly, monthly, and annual schedules.
- Monitors expected unforeseen events that could negatively impact daily operations; reports those events to the Division Leadership, provides recommendations, and modifies schedules as necessary.
As assigned, develops and maintains conceptual schedules for programmatic maintenance, including multi-year maintenance and replacement programs, incorporating vendor coordination and resource planning considerations.
Coordinates with Division Leadership and El Paso County Human Resources to schedule and track evaluations and interviews.
Provides administrative and operational support to the Division, including managing purchase card programs, conducting inventory audits, updating service level agreements, and coordinating employee certifications and licensing.
Establishes and maintains records and filing systems for assigned Division projects and programs.
- Provides the highest level of customer service to internal and external customers.
- Compiles and analyzes data and provides requested information and reports; prepares presentations or reports as needed.
- Evaluates operational workflows, work management processes, and asset management system utilization; identifies inefficiencies and provides recommendations to improve efficiency, resource allocation, and service delivery within the assigned Division.

Supervision Exercised: This classification does not have supervisory authority; however, may be required to provide expertise or limited guidance or direction to employees, such as overseeing work quality, training, and guidance. Typically serves as a subject matter expert on the scope of functional area.
Supervision Received: Receives general supervision. This classification typically performs job duties by following established standard operating procedures and/or policies. Regular direction, guidance, and coaching from supervisor may be expected. There is a choice of the appropriate procedure or policy to apply to duties. Performance reviewed periodically.
Qualifications
Knowledge, Skills & AbilitiesKnowledge of construction and/or fleet operations and management-related practices, including project and program scheduling, logistics coordination, resource allocation, inventory control, and material planning.
Must possess excellent customer service, organizational, planning, and administrative skills.
Must have excellent organizational skills. Must possess strong analytical skills and a high level of attention to detail; ensures accuracy in work.Ability to utilize Enterprise Resource Planning (ERP) systems to support procurement, inventory control, financial tracking, and operational reporting functions.Ability to produce timely and accurate reports; ability to make correct mathematical calculations.Ability to work independently and in a team environment with minimal supervision.Ability to work and communicate effectively with County employees, Elected Officials, customers, vendors, and the public. Required Education & Experience- High school diploma or equivalent education.
- Five years of experience in operational coordination, project or program scheduling, resource planning, logistics, or a related field.
- Associate’s degree in a related field may substitute for one year of the required experience.
- Bachelor’s degree in a related field may substitute for two years of the required experience.
- Three years of experience providing work coordination, technical guidance, training, direction, or serving as a subject matter expert to others.
- Three years of experience with Microsoft Office applications, including Excel, Word, PowerPoint, Outlook, OneDrive, SharePoint, and Teams.
Preferred Education & Experience- Associate’s degree or higher in business administration management, construction management, project management, fleet management, or related field.
- Public works experience. Experience with asset and/or project management software.
- Administrative support and customer service experience.
Licenses/Certificates- Must possess and maintain a valid driver's license.
- Microsoft Office Fundamentals certification or equivalent preferred.
- Must obtain and maintain necessary certifications and licenses as applicable to the position.
Pre-Employment Requirements- Must pass conditional post offer background investigation, motor vehicle record check, and drug screen.
Additional Information
Duties are performed primarily in an office environment, with occasional travel to County buildings, worksites, outlying yards, and field environment. Hybrid remote work environment dependent upon Department discretion and business needs. May work in adverse weather conditions, possible exposure to people in stressful situations and hazardous situations, including close proximity to moving vehicles and traffic. Possible exposure to hazardous materials, such as antifreeze, lubricants, solvents, corrosives, fuels, and vapors. May require working after hours or modified shifts in the event of an emergency.
