Full Job Description

You will serve as a Program Analyst for the US Small Business Administration (SBA), Disaster Policy, Planning, Partnership, and Public Affairs Division.

This position reports to the Deputy Director, Disaster Policy, Planning, Partnerships, and Public Affairs Division and is responsible for providing input on a variety of analytical issues including long-range planning, procedural and policy development, and policy implementation.

Experience: To receive credit, you must indicate the month and year as well as the average hours worked per week for each employer.

Average work hours must be stated on the resume to quantify each period of work experience or that experience will not be credited toward meeting the specialized experience requirement.

You must address the specific specialized experience required for each grade level of this position on your resume or application or you will be rated "Ineligible" for that grade level.

GS-14: To qualify you must have at least 1 full year (52 weeks) of specialized experience equivalent in difficulty and complexity to the GS-13 level in the Federal service that has equipped you with the particular knowledge, skill, and ability to perform successfully in this position.

This experience may have been gained in a Non-Federal service position.

In addition, this Specialized Experience must demonstrate the following: Interpretation of laws, regulations or policies and providing guidance on how these impact organizational programs; and Developing or recommending policies, goals, operating procedures, or performance measures for disaster assistance programs; and Conducting research and analyzing trends to propose alternative strategies or solutions to improve program effectiveness; and Coordinating with Federal, State, local, tribal, or congressional stakeholders in support of disaster response or recovery efforts; and Evaluating disaster program effectiveness and recommending improvements to increase mission performance.

As a Program Analyst at the GS-14 level, some of your typical work assignments may include: Defines disaster recovery, response, and resilience solutions in support of the development of the SBA wide catastrophic disaster response plan.

Reviews, analyzes, and evaluates external and internal reports, policies, and procedures and develops new information about the subject studied.

Analyzes disaster declaration laws and policies and develops agency-wide frameworks, goals, and procedures to strengthen disaster assistance and resiliency efforts.

Conducts research and analysis related to disaster response and resiliency, developing performance measures to assess program effectiveness.

Develops, cultivates, and maintains cooperative relationships with interagency partners to support disaster response and resiliency initiatives.

Coordinates the development and issuance of analytical reports, briefings, and planning documents defining disaster recovery, response, and resilience solutions.
