Full Job Description

Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, Office of International Affairs, Strategy Branch located in Washington DC.

Experience: You qualify for the GS-14 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Developing and implementing a strategic plan for the agency, coordinating input from multiple offices and ensuring alignment with mandates and leadership priorities.

Leading a working group to analyze operational data and identify gaps in service delivery, resulting in the creation of targeted initiatives that improve efficiency and reduce overall costs.

Drafting and presenting policy recommendations to senior executives, including proposed changes to agency-wide guidance regarding resource allocation and performance measurement processes.

Facilitating strategic planning workshops for senior leadership and key stakeholders, fostering collaboration and consensus on mission-critical objectives and tracking progress toward organizational goals.

Mentoring junior analysts in the use of strategic planning tools and methodologies, providing training and guidance that enhances their ability to support agency initiatives and contribute to long-term planning efforts.

Background Investigation: U.S.

Customs and Border Protection (CBP) is a federal law enforcement agency that requires all applicants to undergo a thorough background investigation prior to employment in order to promote the agency's core values of vigilance, service to country, and integrity.

To be considered well qualified under CTAP, you must be rated at a minimum score of 85 for this position. Major Duties:

This position serves as a Strategic Planner advising INA senior leadership and staff on a wide range of qualitative and quantitative systems analyses, management support principles and processing of current and historical data and statistics to determine future trends in establishing short-term goals and project long-term goals and needed resources.

This position starts at a salary of $143,913.00 (GS-14, Step 1) to $187,093.00 (GS-14, Step 10).

Typical duties include: Serving as a Strategic Planner on major mission or various program operations and activities requiring application of a wide range of qualitative and quantitative analyses, management support principles, and processing of current and historical data and statistics to determine future trends in establishing short-, middle-, and long-term organization planning and achieving Agency goals.

Providing technical assistance and direct support to management in matters relating to strategic planning and policy, budget methodology and control, statistical research and performance measurement, congressional liaison, and making recommendations as needed.

Planning, developing, and coordinating Agency briefings, presentations, and conferences for executive management.

Representing the office as the Audit Program Manager, handling all aspects of Government Accountability Office/Office of Inspector General, investigations and audits.
