Job Description

Summary

This role involves analyzing and managing programs for planning, design, and construction projects within the Navy's facilities command, focusing on budgets, risks, and procurement strategies to support major defense initiatives.

A good fit would be someone with extensive experience in government program management, financial planning, and defense acquisitions who enjoys advising leaders and handling complex data analysis.

It requires strong skills in turning regulations into actionable plans while overseeing resources for multi-year projects.

Key Requirements

  • At least one year of specialized experience at GS-13 level or equivalent in program management and acquisition of major defense acquisition programs (MDAP) or naval weapons systems (NWS)
  • Mastery of cost, schedule, performance assessment, and risk management in program execution
  • Ability to interpret DOD/Navy directives and regulations for acquiring major weapons systems, including JCIDS and shore facilities/infrastructure (F&I) development
  • Knowledge of contract policies and procedures to develop procurement strategies and oversee private industry contracts
  • Expertise in all phases of the Planning, Programming, Budgeting and Execution System (PPBES), including preparing Program Objective Memoranda (POM) and managing financial resources
  • Experience providing advisory support on fiscal planning, strategic responses, and business analytics for design and construction programs

Full Job Description

You will serve as a HQ SENIOR PROGRAM ANALYST in the PLANNING, DESIGN AND CONSTRUCTION DIRECTORATE of NAVFAC OSF.

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector.

Specialized experience must demonstrate the following: 1.) Mastery of advanced concepts, principles, theories, practices and techniques of program management and acquisition of MDAP NWS, including assessment of cost, schedule and performance, as well as risk management plans and strategies.

2.) Interpret DOD/Navy directives and regulations concerning the acquisition of major weapons systems to develop strategies and execute plans for determining and managing operational requirements (e.g., Joint Capabilities Integration and Development System (JCIDS)), developing and procuring new systems, and developing and programming for new shore F&I.3.) Applying policies and procedures governing contracts with private industry in order to develop procurement strategies and oversee contract performance in support of major procurement programs.

4.) Applying all phases of the Planning, Programming, Budgeting and Execution System (PPBES) in order to develop successful strategies, prepare effective Program Objective Memoranda (POM) submissions, justify, defend submissions, and manage financial resources.

  • You will provide objectively based information for making decisions on the administrative, financial, and management aspects of Planning, Design and Construction Directorate (PDC) operations.
  • You will serve as an advisor to PDC leadership in guiding annual/multi-year fiscal planning and strategic responses to ensure supported Commanders' needs are met by the directorate for key agency design and construction programs.
  • You will perform research tasks to obtain a variety of cost, schedule and performance project execution data, as well as analyze data to derive relationships involving system parameters, schedule and cost variations.
  • You will prepare business analytic reports to track and alert senior management on the status of business line resources, trend analysis of rates of outflows, comparisons of actual performance to the projected plan.
  • You will manage the Budget Allocation Process Plan (BA) process for PDC products and services, including travel and training, awards, tuition, materials, supplies and other budgetary expenditures required by the directorate.
