Full Job Description

You will serve as an INTEGRATED PRODUCT SUPPORT(WEAPONS SYSTEMS PLANNING) PROGRAM MANAGER in the Strategic Planning Division of NAVAL FACILITIES ENGINEERING SYSTEMS COMMAND.

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector.

Specialized experience must demonstrate the following: 1) Advising senior leadership at the department/enterprise level (e.g.

Flag and General Officers and Senior Executive Service) on facility and infrastructure in support of Weapons Platform acquisitions and organizational management topics, including budget and human capital; (2) Evaluating and improving organizational effectiveness and efficiencies via internal management controls, such as staffing recommendations, spend plans, checklists, performance management and customer satisfaction; (3) Developing internal policies and operating procedures; (4) Developing and delivering detailed internal briefings, executive level briefings, and briefings to other agencies and military services; (5) Managing strategic planning and business process initiatives; (6) Leading cross-functional teams; (7) Providing program/project management, technical oversight and/or development of Infrastructure and facility project planning.

• You will work with Resource Sponsor and Program Management Office (PMO) senior leadership (SES/Flag Officer) to support the planning and infrastructure for a new weapons system platform.
• You will oversee/direct NAVFAC Echelon 3 personnel in development and execution of program products and services.
• You will lead NAVFAC efforts to integrate shore infrastructure considerations early in platform design and acquisition to reduce lifecycle costs and minimize risk to a platform’s Initial Operating Capability (IOC).
• You will coordinate with Resource Sponsors on resourcing strategies, cost, schedule, and performance to ensure staffing is tied to a resourced workload.
• You will maintain expert knowledge of infrastructure requirements derived from global strategic warfighter capability assessments (Strategic Laydown and Disbursement process, Combatant Commanders, Surface Readiness Kill Chain etc.).
• You will collaborate with OPNAV N9I to prioritize future infrastructure PPBE efforts across multiple Program Objective Memorandum (POM) years.
• You will facilitate the planning and programming of MILCON and FSRM projects through the program offices and Resource Sponsors.
• You will identify/develop program metrics on delivery speed and quality and develop instructions, templates, and guidance to improve program execution
• You will represent NAVFAC on working groups. Interface with NAVFAC Criteria Managers to ensure any UFC changes are required to support a new platform are fully captured and incorporated into the appropriate UFCs.
• You will lead new platform systems engineering technical reviews; identify incompatibilities, design risks, gaps and material solution alternatives
• You will develop and present program overview/specific topic briefs to senior Navy/USMC leadership.
• You will proactively promote program capabilities to support early engagement at the outset of a new platform to ensure infrastructure requirements, gaps, and solutions are aligned with platform capabilities and operational needs.
