In this role, the selected candidate manages all purchasing and inventory activities for the region, including supervising professional-level Procurement and Supply Specialist staff.

The position oversees capital assets, consumable inventory, and maintenance material stockpiles to ensure the efficient and responsible use of state funds, while coordinating daily purchasing activities, inventory management, and special procurement requests across the region.

This work supports WSDOT’s mission by ensuring regional crews and employees have the materials and supplies needed to effectively perform their work.

A strong candidate will demonstrate sound judgment, effective leadership, and the ability to manage complex procurement and inventory operations in a fast-paced, operational environment.What to ExpectThe typical schedule is Monday-Thursday or Monday-Friday, 40-hours per week on approved flex schedule.

Weekends and holidays may be required to respond to non-scheduled emergencies.

This position may require occasional local or regional travel with overnight stays for off-site meetings, training, inventory reviews, and to pick up and deliver supplies.Among the varied range of responsibilities held within this role, the Procurement and Supply Specialist 4 will:

  • Manage and coordinate all purchasing and inventory activities for the NCR, including supervising Region Stores and purchasing staff.
  • Provide leadership and direction for the full procurement and supply process, including contracts, purchasing methods, consumable inventory, and asset management.
  • Determine appropriate procurement methodologies, analyze bids and proposals, and award or reject bids in accordance with specifications, policies, and regulations.
  • Perform professional-level purchasing functions by analyzing complex inventory data, including turnover, order point, and average day supply, while exercising independent decision-making and signature authority.
  • Manage the Purchase Card program for the North Central Region, including card issuance, training, compliance, and oversight.
  • Oversee regional inventory management activities, including consumable inventory, minor capital assets, surplus property, and maintenance material stockpiles.
  • Conduct internal audits and provide training to ensure compliance with purchasing procedures, policies, and regulatory requirements.
  • Mentor, train, and evaluate staff by assigning work, monitoring performance, completing evaluations, and supporting employee development.

Qualifications
To be considered for this opportunity, the following are required:
  • Procurement and Inventory Control Experience: Progressive experience and responsibilities in large scale procurement and inventory control in either government or business.
  • Purchasing Regulations and Contracting Knowledge: Knowledge of purchasing regulations, policies and rules related to government contracting.
  • Financial Systems and Reporting Skills: Knowledge and experience using financial systems. Ability to create reports, spreadsheets, work papers, instructions, memos, etc. using appropriate computer software or data systems.
  • Workplace Respect: Experience contributing to a work environment that fosters a culture of respect and equal opportunity.

In addition to the above competencies, the following are also required:
  • A valid driver’s license and the ability to operate state-owned vehicles.
  • Ability to travel locally and regionally to attend meetings, training, perform inventory reviews, and pick up and deliver supplies.
  • Ability to receive and maintain a forklift operator certification within three (3) months of employment.
  • Ability to move or manipulate items up to 50 pounds within the warehouse and on storage racks.

It is preferred that qualified candidates also have:
  • State Purchasing and Procurement Knowledge: Knowledge of state purchasing rules and WEBS procurement processes.
  • Leadership and Supervision Experience: Progressive experience and responsibilities either leading or supervising staff.
  • Maintenance Program Knowledge: Knowledge of WSDOT’s Maintenance Program activities, policies, procedures and supply needs.
  • Business Administrative Knowledge: Knowledge of business and administrative principles, including finance, procurement, or operations. This knowledge may have been gained through professional experience and/or formal education.
